Summary
MEC is an independent committee that was established to monitor and evaluate anti-corruption efforts in Afghanistan. The Committee is comprised of 3 international and 3 national anti-corruption experts who conduct quarterly mission to Afghanistan and report s to the President, Parliament, people and the international community every 6 months.
MEC is supported by a technical secretariat comprised of national and international staff. The Secretariat is led by an Executive Director and is divided into three main pillars (Governance, Prevention, and Law Enforcement) consisting of an international expert, a national advisor, and a national officer, with over-arching policy expertise provided by a Senior Policy Advisor.
As a key member of the Governance Team, the Governance Expert will have the following responsibilities:
• Policy analysis on governance issues affecting anti-corruption efforts and the formulation of benchmarks and policy recommendations in collaboration with the Senior Policy Advisor.
• Monitor and evaluate the implementation of recommendations, benchmarks, and other anti-corruption initiatives.
• Maintain strong and productive working relationships with stakeholders, including the international community, government ministries and civil society organizations.
• Ensure close coordination with other experts, advisors and officers.

Duties and Responsibilities
Providing high-quality advice to MEC, including policy, legal, and organizational; and in support of the development of recommendations and benchmarks
• Develop high-quality policy advice based on research and consultations.
• Review legislation, proposed legislation, and other national and international initiatives that affect the fight against corruption in order to develop MEC positions and interventions.

Conduct monitoring and evaluation activities related to national and international efforts to fight corruption
• Develop and implement a monitoring and evaluation plan for governance related recommendations, benchmarks, and other anti-corruption initiatives in Afghanistan.
• Maintain relationships with a variety of government, international, and civil society organizations to ensure that monitoring and evaluation benefit from the broadest information available and a cross-section of perceives.

Maintain strong relationships with government, the international community, donors, civil society and other stakeholders
• Participate in meetings with government officials and other stakeholders to ensure effective communications between MEC and stakeholders, other relevant entities, and the public.
• Engage with government anti-corruption agencies in policy-related dialogue and advocacy based on MEC recommendations.
• Facilitate stakeholder meetings for MEC consultation, and coordinate meetings with key individuals and organizations during MEC missions.

Provide input into public reports
• Provide input into regular reports on MEC activities, the status of recommendations, results of monitoring and evaluation activities, and on other important anti-corruption issues as agreed to by the Committee.
Qualifications
Education:
Degree in public administration, development, law, or other relevant category
Experience:
• At least 5 years of experience in relation to governance, government, public administration, or other relevant field, including elections or development aid effectiveness.
• Experience in developing and providing policy advice.
• Experience in conducting monitoring and evaluation is preferable.
• Experience in of anti-corruption is preferable.
• Experience in Afghanistan is preferable.
