MSH is seeking candidates for an upcoming results-oriented five-year award to support health systems strengthening in Mozambique. More specifically the program will: 1) increase effectiveness in health governance to achieve a more participatory, transparent and accountable health system; 2) improve management of health sector financing to ensure rational allocation of resources, impact expenditures and better management of external funds; 3) strengthen sector management and operations capacity at the national and provincial levels for improved planning, management, and execution of priority health and social welfare interventions; and 4) strengthen institutional capacity to improve the management, budgeting, and performance of key health and social welfare staff. This position is contingent upon MSH winning the project award.
OVERALL RESPONSIBILITIES: The Finance and Operations Director provides authoritative leadership on all budget, expenditure monitoring, financial reporting, and contract matters to ensure the timely and effective implementation of Project’s activities in Mozambique. S/he performs budgeting, expenditure monitoring, pipeline analysis, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and MSH policy. S/he serves as a financial management resource to programmatic and operational staff. The Director monitors transactions and sub grantees through the effective use of the review and approval process to ensure propriety with USG, specific USAID, and MSH regulations, including the preparation and award of sub awards and the preparation, award, and management of grants program targeting specific zones or districts in coordination with the MSH Home Office. With the Program Director, s/he monitors compliance with all internal and donor financial and administrative requirements.
The Director’s core functions also include but are not limited to field accounting and cash management; local payroll; human resource management and personnel administration; local contracts and grants management; information and communications technology; security; procurement and purchasing; travel and logistics; Project inventory and materials management; facilities and fleet management; events planning; logistics support to international visitors and short-term technical assistance visits; and communication services.
The ideal candidate will be experienced in international budgeting, financial management, and oversight for health programs implemented in developing countries. Specific experience working with USAID required.
SPECIFIC RESPONSIBILITIES Finance 1. Lead and oversee the annual budget preparation, including oversight of the costing of the work plan and its integration with the approved budget. 2. Serve as local office lead with MSH headquarters for preparation of budgets and budget amendments to be submitted to CDC. Submissions to the CDC Agreement Officer shall be reviewed by the MSH Contract Officer or Senior Contract Officer prior to submission. 3. Develop procedures and programs for monitoring and analyzing program budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending. 4. Monitor adjustments to the annual budget when required. 5. Track/Monitor monthly expenditures against approved budget. 6. Liaise with MSH headquarters on budgetary matters. 7. Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the Project has all necessary funds for operations. 8. Review local Purchase Orders and confer with Program Director for approval, prior to issuance of the purchase orders for Project procurement of commercial goods and services within agreed upon thresholds. 9. Work with the Cambridge-based staff to ensure any cost share target for the program is met. 10. In coordination with the US-based Contract Officer or Senior Contract Officer, assist in issuance and administration of local sub awards and/or grants. a. Negotiating/analyzing and developing and annual work plans and budgets b. Monitoring their progress against the plans c. Tracking expenses against their budgets d. Reporting on lower tiered sub awardee/grantee e. Review sub invoices and work with US Based Contract Officer for approval of invoices for payment 11. Hire, train and supervise local staff with program responsibilities in finance, local sub award/grants and applicable lower-tiered contract. 12. Ensures Project staff are familiar and compliant with USG, CDC, and MSH policies and procedures.
Administration 13. Collaborates with the Program Director to (a) ensure that MSH activities and management operations are implemented as per MSH Mission, values, policies, and standard operating procedures, and local laws and regulations, and (b) to safeguard MSH’s reputation - financial, contractual, and political integrity. 14. Develops and executes responsive and locally appropriate management and information systems in line with local laws and regulations, MSH policies, and standard operating procedures and donor requirements. 15. Leads and manages the Project, aligning staffing, systems, and other resources with annual work plans and budgets to provide timely, cost effective, and high quality in-country operations support and administrative services to the Project. 16. Responsible for providing equitable, effective, timely, cost-effective, responsive, and high quality operations and administrative support within local laws and available resources, and in an environment with adequate internal controls, adherence to contracts regulations, MSH policies, and standard operating procedures. 17. Ensures timely submission of required administrative and financial reports to the Program Director and Corporate Operations Office. 18. Provides administrative supervision to all finance and administration staff and is accountable for their performance management (including regular results, check-ins, formal appraisals, supportive supervision, rewards, training, coaching and career development support). 19. Coordinates execution of internal/external financial, operations, and program reviews or audits, and ensures timely follow up to reviews or audits conclusions and recommendations.

QUALIFICATIONS: 1. Masters degree in business administration, public administration, management or related area, or equivalent experience. Certified Public Accountant, a plus. 2. At least six (6) years of relevant experience, broad technical financial and management expertise. Education and/or experience relevant to the field of financial management, accounting, auditing, and management for international public health is highly desirable. 3. Experience working with cooperative agreements with multiple funding sources in developing countries and performance-based financing is also highly desirable. 4. Extensive experience with USG grants and contracting including experience managing grants to local organizations/agencies. 5. Experience with public health projects preferred. 6. Excellent planning, management, and organizational skills. 7. Proven leadership and interpersonal skill and capacity in negotiation and conflict management. 8. Experience with QuickBooks (preferred) or other computerized accounting software is a definite advantage. 9. Experience in dealing with complex budgets. 10. Fluency in written and spoken English, and fluency/proficiency in Portuguese is required. Willingness to locate in Maputo and to travel within Mozambique required.
