Financial Audit of ASARECA supported projects that closed by 31st December 2011
The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) has received a grant (the Grant) from the World Bank, acting as administrator of grant funds provided by various donors under the Multi Donor Trust Fund (MDTF), towards the support of the ASARECA regional agricultural research program. ASARECA intends to apply part of the proceeds to payments for hire of consultancy services. The services include carrying out Financial Audit of ASARECA supported projects.
Main objectives of the consultancy
The secretariat needs to hire an audit firm to assess whether the Financial Accountability reports (FARs) for the sub grantee project presents fairly the expenditures for the project and that the funds were utilized for the purposes described in the project documents and work plans and to determine if there are any funds due to the Sub Grantee or ASARECA during the final closure of the project audited.
Scope of work.
Financial audit shall be performed in accordance with the International Standards on Auditing; the auditors are expected to pay attention to: Fraud and Corruption (ISA 240), Laws and Regulations (ISA 250), Governance (ISA 260) and Risks (ISA 330)
The specific objectives are to ensure that:
- The funds, have been used in accordance with the sub-grant agreement, with due attention to economy, efficiency, and only for the purposes for which financing was provided in the sub-grant agreements.
- Goods and services have been procured in accordance with the sub-grant agreement
- All supporting documentation, records and accounts have been maintained in respect of all project activities,
- The designated bank Account has been used and maintained in conformity with the sub grant agreement or proper and traceable separate ledger account is kept.
- Assets procured from project funds exist, are properly safeguarded and there is a verifiable ownership by the sub-grantee in line with the sub-grant agreement
- National laws have been complied with and that the financial and accounting procedures approved for the project were followed and used.
- To determine if there are any funds due to the sub grantees or ASARECA during the final closure of the project audited.
It is expected that the audit service will be undertaken in all selected sights at the same time and completed within 4 weeks.
ASARECA now invites eligible consultants to express their interest in providing the services. Interested consultants (Audit Firms) must provide information indicating that they are qualified to perform the services (brochures, Lists and descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The detailed terms of reference and lists of projects and their locations are on ASARECA website: www.asareca.org. Consultants are expected to express interest for projects in one country but may express interest for more than one country if they so wish.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
