Neighbourhood Water and Sanitation Infrastructure Upgrading in Urban Carrefour

Location of assignment: Port au Prince, with necessary travel to field operational areas

Duration of assignment: March 15^th-June 30^th/12. Possible extension if project funding is secured

BACKGROUND & PURPOSE

CARE Haiti has adopted the Neighborhood Approach in its Shelter Programming in Carrefour (Ouest d’Haiti), one of the most damaged regions in the 2010 earthquake. Neighborhoods of intervention in Carrefour (including Tisous, Astek, Sapotille, La grenade) are dense and on sloping areas with little or no access to water and sanitation infrastructure at the household or communal level, prone to flooding and landslides on a sloping area alongside the national road # 1.

CARE has partnered with Cordaid to implement an integrated approach in one of the neighbourhoods Tisous with the aim to support the communities to improve their neighbourhoods in collaboration with local authorities. Cordaid has listed 1732 households living in the Tisous.

Cordaid and CARE seek to improve the water, sanitation and hygiene situation in the community of Tisous, by researching the households and community’s WASH needs and feasible solutions (in cooperation with the participatory planning project of Architectes de l’Urgence and Cordaid) including water supply, household sanitation, neighbourhood level drainage, slope stabilization, and solid waste management.

OBJECTIVE

The purpose of this assignment with CARE Haiti is to lead an in depth study of the water and sanitation infrastructure at the household and neighborhood level, determine the feasibility of interventions, and prepare a full project proposal including implementation methodology and detailed budget.

The incumbent will work closely with shelter and wash sector coordinators and resource mobilization at CARE to realize the concept, as well as with active partners in Tisous (Cordaid, IOM, BuildChange, Architectes de l’Urgence, and will conduct necessary field research using feasible and appropriate methodologies with the available support of the CO office, and write a full project proposal.

SPECIFIC OBJECTIVES

The successful applicant will be a self starter who will drive the proposal process engaging all necessary stakeholders. He/She will collect all necessary information and write the proposal in collaboration with the relevant sector staff.

Needs and Opportunities assessment

In order to define the WASH needs in the area, the project needs to start with a study of the needs and the current situation. This section is divided into the specific objectives of the study and the specific objectives of implementation.

Review secondary source information to inform concept development and determine the necessity of additional information in key sector areas (i.e., socio-demographic, risk vulnerabilities, etc).

Spearhead and carry out any additional research deemed necessary in the form of rigorous rapid assessments using mixed methods including but not limited to observational research, key informant interviews, FCDs, and mapping. Contextually analyze all information collected to fully integrate concept idea into a quality proposal using evidence base.

1. Water supply

Aim of the study is to propose technical solutions for water supply, to propose a way to finance the system, methodologies for water management (e.g. committees), budget for all technical solutions.

General study on the availability of domestic and drinking water in the area:

1. Strengths and weaknesses of existing systems.
2. Cost of access to water for households. Analysis on the cost of drinking water in relation to household income.
3. Solutions to ensure water access at the lowest possible price. Opportunities for water connections in the urban network. (e.g. connecting to the up-hill watershed).
4. Bacteriological and chemical analysis of water sources
5. The ability of people to manage water infrastructure through water committees

2. Household Sanitation:

Conduct a mapping of the sanitation situation including number, location, type and status, and a thorough knowledge of the people’s sanitation habits:

1. The sanitation status of all houses with a Cordaid ID (1732 households)
2. In case of multi-family latrines: defining social (family) clusters (that currently share a toilet or a willing to do so)
3. The population’s sanitation habits (maximum distance people are willing to travel to a latrine willingness to share a latrine, commitment to construction and maintenance of latrines, which means are used for cleaning themselves)
4. Types of sanitation solutions feasible for use in Carrefour

3. Neighbourhood level drainage

Based on a risk mapping conducted by Cordaid Identify potential improvements to the informal drainage network to reduce the risk of disasters (flooding, landslides, etc)

4. Waste management.

Study the possibility of collecting and processing waste in the area:

1. Mapping existing waste management mechanism in the area
2. Determine feasibility of the implementation of waste collection systems
3. Costs and cost recovery for the implementation of the waste collection system.
4. Possibility to connect to SMCRS for arranging skips and waste management.

OUTPUTS

1.1 Upon review of secondary source information, written justification of and recommendations for additional research necessary to write full proposal

1.2 Written plan assessment work

1.3 Provide all data / information collected from the field

1.4 Written and finalized proposal, including implementation plan and detailed budget

TRANSPORT & LOGISTICS

CARE may arrange if necessary the consultant (s) travel to Haiti, in country transport and lodging during the assignment. CARE wash and shelter staff can be made available to support data collection, and field work based on availability and appropriateness. The consultant will be responsible for the hiring and management of any other staff for the purpose of the assignment.

EXPERTISE REQUIRED

The successful applicant shall be selected based on the following criteria:

• Relevant academic qualifications in social sciences, engineering, public health, other related field
• Proven experience in proposal development (record of successful proposal development)
• Proven experience in assessments and/or evaluations using mixed methods
• Fluency in English and French required; Haitian Creole constitutes an added advantage
• Experience in urban development, slum upgrading, WASH, Livelihoods or a combination is an added advantage
• Familiarity with HAITI development context will be useful
