SNV – the Netherlands Development Organisation – is an advisory organization that promotes market based solutions for the poor in 33 countries around the world. Our advisors, and the local capacity builders we work with, deliver support to over 2,000 clients. Present in DR Congo since 2006, SNV is committed to the reduction of poverty, and works to achieve this in line with national poverty reduction strategies. SNV DRC works in the Agricultural, Renewable Energy and Water and Sanitation sectors in three multidisciplinary portfolio teams across three provinces in the Democratic Republic of Congo.
Responsibilities:
Positioning and Strategic Scoping:
Further strengthen SNV´s niche and reputation in the WASH sector among key stakeholders in DRC, develop new programme concepts and proposals, and support fund raising for SNV’s WASH programme in DRC.
Network and Partnership Development:
Take up the role of SNV WASH Sector Leader in DRC and lead SNV WASH team in development and coordination of strategic partnerships for joint service delivery, achieving impact at scale, knowledge development, and fund raising purposes.
Oversight:
Lead implementation of on-going WASH programs; monitor outcome and impact achievements; ensure quality of advisory delivery by teams and local capacity builders; ensure sound integration of governance and gender in all programs.
Advisory Services: Provide advisory services to key clients.
Coaching: Provide coaching to team members.
Knowledge Development:
Provide content leadership to the SNV DRC WASH team and strengthen SNV DRC’s knowledge base. Participate in key knowledge development activities for SNV DRC, assure good documentation and dissemination. Participate in external and internal networks that contribute to the SNV WASH programme.
Candidate profile:
- Master’s degree in a field related to water, sanitation and hygiene
- Minimum 7 years of proven track record in WASH (rural and small towns) related work at international level in developing countries, preferably in the areas to do with sustainability (functionality aspects for water and sustenance of behavioural change in sanitation and hygiene)
- Strong knowledge and experience in policy, planning, operation and management issues related to the sector
- Knowledgeable about current WASH approaches and concepts
- Understanding and ability to use problem and evidence-based approaches for capacity development
- Pro-active attitude, but also patience, and active networking, lobbying and knowledge brokering skills with clients/partners
- Experience in advisory and capacity development services, including institutional development
- Knowledge and experience of supply chain strengthening for WASH, private sector involvement, and market based solutions for sanitation
- Experience in partnership building and resource mobilisation and acquisition

Educational facilities: Few international schools in Matadi, but good international schools are available in Kinshasa in both French and English
Security situation: Good
Accessibility: 6 – 7 hours’ drive to the capital Kinshasa. From Kinshasa there are daily flights to Europe and other parts of Africa
Communication and infrastructure: Telephone, fax, Internet/e-mail is not always satisfactory
