Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems in the developing countries. The organization strives to continually improve, to experiment with promising new ideas, and to leverage resources to multiply its impact.
In Rwanda, Water For People, the District of Rulindo and the Ministry of Infrastructure through Energy, Water and Sanitation Authority (EWSA) are implementing a program known as “Rulindo Challenge” that aims to bring the whole district to full water coverage by December 2014. The Rulindo Challenge will demonstrate a methodology to reach 100% water coverage through strategic programming, co-financing by all stakeholders, and the utilization of the local private sector as key agents of developmental support.
It is with this background that Water For People—Rwanda is seeking to recruit the Rulindo Challenge Project Manager who will be responsible for directing Project implementation.
Scope of Responsibility:
The Rulindo Challenge Project Manager will be responsible for managing all aspects of the Project and will report to Water For People—Rwanda’s Country Director. S/he will be responsible for implementation of the Project taking cognizance of the future operation, maintenance and sustainability of the completed Project. The Rulindo Challenge Project Manager will also be responsible for supervision of all personnel assigned to the Project. The Project is implemented in Partnership with the Government of Rwanda and the Rulindo District Local Government; the Project Manager will therefore work in close consultation with the Rwanda Energy Water and Sanitation Authority (EWSA).
Responsibilities and tasks:
- Designing overall water supply schemes and associated structures such as pumping stations, pipework and earthworks (the scale of the design may range from an initial outline to a full, detailed design);
- Preparing tender documents as a basis for construction;
- Reviewing technical submissions;
- Liaising with various bodies and individuals, including local authorities, government agencies, clients, contractors, residents, suppliers, technical experts and other consultants;
- Keeping up to date with environmental matters, and being aware of policy and developments in this area;
- Presenting technical data or project results to both technical and non-technical clients and colleagues;
- Monitoring the progress of projects from beginning to end - from the feasibility stage, to design through to construction and handover - or supervising one section of a large project;
- Controlling budgets at project level;
- Administering contracts and ensuring that work is completed to deadline;
- Supervising the operation and maintenance of water infrastructure;
- Developing water tariff models for approval by Government and District Authorities;
- Devising sustainability strategies for managing completed water systems;
- Analyzing risks and putting mitigation measures in place ;
- Managing staff including other engineers, technicians and site workers.
Employment Conditions:
- Water For People–Rwanda’s office is located in Kicukiro District in the City of Kigali. The Rulindo Challenge Program Manager will be based in this Kicukiro office, with frequent visits to the District of Rulindo.
- It is expected that travel to work sites within Rwanda will be required on a regular basis. International travel may be required from time to time.
- The normal work week is 40 hours.
- The contract between Water For People—Rwanda and the Rulindo Challenge Program Manager will be for one (1) year period renewal.
- Water For People–Rwanda will be responsible for the employer’s portion of employment taxes in Rwanda and contribution to the Social Security Fund of Rwanda, in accordance with Rwandan government laws. Water For People–Rwanda will also provide medical insurance to the staff and his/her immediate family members (spouse and children). It is expected that the Rulindo Challenge Program Manager will comply with applicable in-country rules and regulations, e.g. her/his contribution to the Social Security Fund of Rwanda, taxes and others as stated in Rwandan laws and regulations.
- It is expected that the Rulindo Challenge Program Manager will follow the policies and procedures of Water For People—Rwanda.
- Start date would be 1 May 2012 or slightly later.
Job Qualifications and competencies:
- East African Citizen.
- Masters degree in Hydraulic, Civil Engineering, Environmental Sciences or any related fields.
- At least ten (10) years of experience in design and construction of water supply systems.
- Understanding of community level water and sanitation development, with at least five (5) years’ experience.
- At least five (5) years’ experience in project and personnel management.
- Knowledge of the Rwandan administrative framework.
- Good experience in procurement, computer software usage, and access to e-mails and internet services.
- Excellent organizational/logistic, communication and interpersonal skills.
- Self-starter and ability to undertake projects and tasks without intensive supervision.
- Maintain sound ethical principles, integrity and transparency of due process.
- Fluent in English, knowledge of French and Kinyarwanda would be an advantage.
- Valid driving license.
