Objectives
Administer Bank’s classification programme to support an efficient implementation of the Bank’s compensation and Benefit policy consistent with its policy to recruit, motivate and retain staff that meet the requirements of high professional excellence; determine appropriate salary and allowances level for Bank staffs through periodic surveys and classification of positions.
Duties and responsibilities
Under the supervision of the Division Manager of Compensation, Benefits & Compliance Division, the incumbent will carry out the following duties and responsibilities:
- Administer the Bank’s job evaluation system with responsibility for the day-to-day coordination of related processes and activities
- Provide guidance, advice, and technical support to Directors and managers on the application of job classification polies and procedures, including preparing and providing training sessions to managers on the Bank’s job classification system and the writing of job descriptions
- Respond to Departments’ requests for assistance in the preparation of job documentation or the resolution of evaluation-related issues. Review and analyze requests for the grading of new positions and regarding of existing positions and provide recommendations and advice to Departments concerning the grades and related matters
- Develop and provide grade recommendations, all necessary supporting documentation and information
- Review vacancy announcements to ensure conformity with the content of corresponding job descriptions; review requirements and job content of Technical Assistant positions as required, determine the grade equivalencies, and communicate them to recruiters to facilitate hiring decisions
- Provide technical support and supervise the maintenance of administrative control systems. Monitor their application and initiate or recommend improvements to ensure their effective operation
- Undertake salary surveys for the GS Category (support staff) of the headquarter offices, including identifying comparator organizations for the survey
- Carry out salary analyses/calculations based on salary scales of comparator organizations and recommend salary adjustments based on those calculations and on the salary practices of comparator organizations, internal compensation objectives, recruitment objectives and budget constraints. Ensure maintenance of all information required for salary review
- Undertake special organizational studies in the Bank e.g. for the establishment of a new department, or the proposed restructuring of a department and provide advice on the writing of job descriptions and the grading of positions
- Ensure day-to-day organization management in SAP and supervise the Job Classification Assistants
- Undertake other duties as required
Selection Criteria
Including desirable skills, knowledge and experience
- Master’s Degree or equivalent in Human Resources Management, Organizational Development, Business Administration, Public Sector Management, or related disciplines
- At least five years (PL-5)/six years (PL-4) experience in compensation and job evaluation. Certification in job evaluation is highly desirable
- Knowledge and experience in Organizational Effectiveness
- Strong client orientation and the ability to build and manage relationships at all levels
- Demonstrated capacity to work in a team-based multicultural environment. Perception and understanding of differences across cultures, nationalities, and gender
- Demonstrated capacity to work effectively in a fast-paced, demanding professional environment, and to deal with multiple tasks and deadline, working independently and with minimal supervision
- Very strong analytical skills
- Very strong planning and organizational skills
- Excellent communication and interpersonal skills
- Competence in the use of standard MS Office software (Word, Excel, PowerPoint, MS Project, Access). Knowledge of SAP would be an advantage
- Ability to communicate in English and/or French, and a working knowledge of the other language
