The IGAD Secretariat is looking for the services of a competent and qualified person with practical experience in EU project management procedures and processes. The person will be recruited for a year (1 April 2012 -31st March 2013) as a liaison officer to assist IGAD in IRCC activities.
The Inter-Regional Coordinating Committee (IRCC) is comprised of COMESA, EAC, IGAD and IOC as the regional organizations (ROs) collectively benefiting of the European Development Funds’ (EDF) regional envelopes for the Eastern and Southern Africa and Indian Ocean (ESA-IO) region. The European Union Commission (EUC), AU, ACP, and SADC are observer members. The IRCC is supported by a Secretariat hosted by the COMESA Secretariat in Lusaka, Zambia. Secretariat’s functions are to support the IRCC in carrying out coordination activities and to provide technical assistance to the ROs in accessing EDF resources and managing the ESA-IO regional projects.
The Liaison officer will be based at the IGAD Secretariat in Djibouti.

- Job Summary:
Under the general supervision of the Programme Manager (PM) for Planning and Coordination, the IRCC Liaison Officer performs a variety of administrative, coordination and programme support duties which He/she manages daily administrative operations of the Project office, provides support to the other project staff
- Description of the post:
The main activities that will be carried out under this sub-delegated PE relate to the emergence and strengthening of IGAD’s role in the IRCC framework while keeping in harmony with the above expected results. Such activities are:
Assisting IGAD to mobilise short-term expertise to assist it in all stages of the Project Cycle Management (PCM) and preparation of, various Terms of references, concept and special papers in IGAD priority areas.
Assist IGAD in EDF project implementation and accounting and reporting thereon. Develop IGAD capacity to liaise with IRCC Secretariat on EDF Financial Monitoring, reporting and forecasts
Initiating linkage and data feed to the IRCC Monitoring and Evaluation system Assist IGAD to contribute to the development of the IRCC-wide Monitoring and Evaluation system Setting up a database of all EDF funded projects at national and regional level through close collaboration with NAO and EU Delegations (to be extended to other donors). Assist in financial management of EUC funded programmes in particular Assist IGAD to respond to EUC funded grants from ESA-IO envelopes or external ones Strengthening the collaborative work between IGAD Secretariat, the other IRCC ROs and stakeholders and the responsible EU Delegation for project identification and formulation under 10th EDF (involvement of stakeholders).
Assist IGAD Secretariat in information, communications and visibility (ICV) activities on the implementation of the ESA-IO 9th and 10th EDF in the IGAD region Assisting IGAD in contributions into IRCC-led activities in Aid Effectiveness, in particular in activities of the IRCC Aid Effectiveness task Force. Minimum Requirements:
Masters Degree in any areas related to IGAD three priority areas viz. Project/Programme Management, Agriculture Natural Resources Management, Business Management, Economics, Political science, Sociology. At least 3 years experience directly related to the duties and responsibilities specified. Masters degree in the above will be an added advantage Other requirements
Knowledge in EDF procedures Good knowledge of project formulation and project cycle management Effective communication and writing skills Have a logical way of thinking, organized way of working and able to show initiative and creativity Good computer skills and basic knowledge of book keeping A team player, and able to work under pressure to meet tight deadlines Good analytical skills Fluency in English and working knowledge of the French Language ..
