PROJECT BACKGROUND
The project manager will be responsible for the overall project management, implementation of the project and for overseeing. The project manager will manage and Coordinate Project teams in Both Mudug and Sanaag in providing urgent assistance to the poorest and most vulnerable households in Sanaag and Mudug regions while rehabilitating urgently needed community assets. The project manager should be able to identify with teams the urgent needs of the communities through assessments and baseline surveys and provide the necessary information to the Horn Relief Senior Management Team for actions. S/He will oversee the planning and implementation of the activities and ensure that objectives are achieved and that appropriate quality, functioning and assistance is established and maintained for setting up policies, strategies and laws to comply with international conventions and standards. The program manager will also provide adequate and timely technical guidance, supervision, capacity building and management support to the staff and actors involved in the project. S/He will report to the North Area Coordinator, through e-mails, other mailing, telephone calls and periodic reports, as required.
Position purpose
The role of the Project Manager will be to acquires resources and coordinating the efforts of team members and third-party in order to deliver projects according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle. • To manage, Coordinate, deliver and report to Area Coordinator and Senior Management on project’s operations status in Sanaag/Mudug and being responsible for the implementation and delivery of successful project and the resulting outcomes • To establish, build and lead the development of a cohesive appropriate project Environment in-line with Horn Reliefs Country, regional strategy and projects objectives. • To work as part of Horn Relief’s management Team in Somalia, refining, developing and improving program approaches and systems, supporting the Area Coordinator and Country Director to build and deliver the most effective and sustainable development interventions
SPECIFIC ROLES AND RESPONSIBILITIES
• Lead on the implementation of the Somalia Emergency Response Project at the field level • Overall establishment and management of the Somalia Emergency Response Project including recruitment of staff where ever necessary. Responsible for ensuring efficient and smooth running of the offices and coordination between sub-offices, HQ and other projects. • Responsible for ensuring strict compliance of Human Resources, Finance and Operation policies, procedures and relevant donor regulations • In liaison with the Area Coordinator, Producing and updating job descriptions for the recruitment of new staff, participating in recruitment, staff inductions, line management and de-briefing as per Horn Relief’s policies. Ensuring all line managed staff comply with their managed staff. • Represent Horn Relief to local authorities, donors, international and national NGOs and UN agencies where ever approved by Area Coordinator or Country Director. • Documenting lessons learned from project activities, supporting communications officer with relevant materials as required on the Somalia Emergency Response Project. • Organize and facilitate training for all staff and partners on technical components of the project (Cash based transfers, employment creation, Conflict mitigation and M&E)
• Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi per required donor guidelines and schedule. • Compile monthly internal reports to the Nairobi office and donor reports as per contract. • Coordinate activities with other Horn Relief Projects in Somaliland/Puntland for cross learning and improved quality of programming • Contribute to field based learning of Horn Relief and its partners, on related aspects, such as compiling and publishing related learning. • Develop appropriate monitoring and evaluation tools and oversee training of staff on tools. • Ensure implementation of tools and integration into project activities. • Work collaboratively with staff, interns, community, stakeholders and participants to strengthen program components. • Undertake assessment, reviews and other monitoring activities according to plans. • Develops project proposals and assist in fundraising for programs in North Somalia. • Participate in activities on developing the strategy for the respective thematic areas for Horn Relief. • Any other duties as required within the level and authority of this position.
SKILLS AND QUALIFICATIONS
Horn Relief is actively seeking a candidate who is committed to its mission and vision and dedicated to the achievement of its strategic plan. For this position, the required qualifications are • University degree in Agricultural Economics or related livelihoods field. • Experience in managing cash based interventions and/or agricultural projects in Somalia or a related fragile context • Minimum 3 yrs relevant overseas experience in managing OFDA/USAID projects an advantage • Strong project management experience is essential, including experience in proposal writing, strong M&E skills, budget management and financial monitoring, and donor reporting • Excellent knowledge of and experience with humanitarian guidelines and principles. • Experience in budget management and knowledge of financial procedures required. • Ability to multi-task, meets short deadlines, and effectively handle stressful situations. • Excellent verbal and written communication skills. Fluency in English a must. • Strong interpersonal skills and ability to establish, motivate and maintain effective working relations with the project team and other field staff. • Proven ability to lead and work effectively with others to achieve results • Proficiency in computer applications such as word processing, spreadsheets, power point, etc.
• Ability to live and work in an isolated area in conditions of limited comfort
