Development Facilitator
Reporting to: ADP Manager
Job Objective:
To facilitate the implementation of project activities in a given Area Development Program, ensuring that program operations are effective and sustainable in keeping with the standards of agreed NGO ministry policies.
Duties and Responsibilities:
- Participate in baseline survey to identify community needs and resources in relation to different projects.
- Participate in Implementation, monitoring of development projects in collaboration with other partners in the operational area.
- Participate in Proposal Writing for Development projects and other Special projects.
- Facilitate community mobilization and participation in development programmes.
- Participate in monitoring of registered children and other business processes in the ADP and facilitate sponsor visits.
- Ensure the integration of Sponsorship project with other development projects in the ADP.
- Participate in community and other partners meetings.
- Identify CBOs” and FBOs’ needs and strengthen their capacity in the operational area.
- Attend and participate in all devotional and chapel meetings.
Qualifications:
- University degree in management, rural development, social sciences or related field.
- At least 2 years experience working in a Community development project. Experience in working in development projects is an added advantage.
- Knowledge of Sustainable Community Development, Micro enterprise development, HIV & AIDS, Education and Nutrition is an added advantage.
- Must be willing to spend long hours in the field.
- Must possess demonstrable experience in networking and building relationships across different strata of society.
- Excellent knowledge of English (both oral and written) and Kinyarwanda is a requirement. Fluency in French is an added advantage.
- Must be a mature Christian, with people skills and committed to socio- economic and psycho – spiritual development.
- Should be computer literate in word, excel and PowerPoint.
- Must be Rwandan by Nationality.
Design, Monitoring & Evaluation Specialist
Reporting to: Zonal Manager
Job Objective:
To build capacity of staff and community in development programming; carry out assessment, TDI/Baseline surveys, evaluation, develop proposals and review programs/projects annual operating plans and reports; coordinate PMIS activities to ensure program quality.
Duties and Responsibilities:
- Develop concept papers, proposals and their budgets for funding in line with the NGO standards (LEAP/donor requirements, CWBO…) and NGO strategic direction.
- Develop assessments tools to collect relevant assessment information to inform development programming.
- Develop Design Document for new ADPs, their budgets for funding in line with LEAP/donor requirements and NGO Rwanda strategic direction.
- Review Program Designs and DIPs in accordance with LEAP guidelines and World vision strategic direction.
- Build the capacity of volunteers and community members in doing assessment and supervise assessment exercises for new ADPs in line with LEAP processes and guidelines.
- Build the capacity of program staff in participatory approaches (PRA, AQ, PLA,…) that engage the community in meaningful discussions on their preferred direction.
- Build the capacity of program staff in project management, monitoring and evaluation and sponsorship standards to enhance their work with partner communities.
- Build the capacity of program staff in the use of PMIS to ensure program quality.
- Develop checklists to review DIPs and reports and support exercises to review DIPs and reports.
- Maintain good working relationship with support office by timely responding to relevant DME issues.
- Monitor KPIs and other sponsorship business processes in the zone.
- Prepare monthly, quarterly and annual activity reports and submit them to the supervisor.
Qualifications:
- University degree in Social Sciences, Economics, Rural Development Studies or related field. Postgraduate diploma in project Management is desirable.
- 3 years experience in development work, preferably working in a large NGO/UN. Should have been involved in project design and implementation.
- Must have a clear vision of the key accountabilities, and be determined to achieve all set targets in line with short, medium and long term targets and objectivesExperience in project monitoring, evaluation and report writing is essential.
- Excellent negotiation skills.
- Computer literacy (at least good command of word and excel).
- Excellent knowledge of English language and Kinyarwanda.
- Knowledge of French is an added advantage.
Knowledge Management Specialist
Reporting to: Programme Development and Quality Assurance Director
Job Objective:
To provide leadership in Knowledge Management for the purpose of facilitating organizational learning and change at all levels towards more effective operations, implementation of IPM and use of better practice techniques in realizing child well being aspirations.
Duties and Responsibilities:
- Develop, review and implement Knowledge Management Strategy, guidelines and Policies.
- Document IPM learning, and coordinate all programming learning events including technical areas.
- Communicate the National Office Strategy to wider audience.
- Build capacity of all NGO staff on knowledge management, IPM and the NGO Central with sector specialists to package information and publish NGO contribution to government developmental programmes.
- Establish and manage the NGO soft and hard library. Keep records of all approved documents from NO units and ADPs. E.g PDDs ad Annual Reports.
- Relationship building with stakeholders - internal and external (DME Unit, Integrated Programmes Department, Advocacy, Communications, Finance, Communities, Government and other external stakeholders.
- Establish, coordinate and facilitate learning events (including internal and external stakeholders) to ensure capturing and sharing lessons learnt and best practices across all NGO programmes
- Coordinate and manage all Programme Management Information Systems including (PMIS)/ Horizon activities and NGO central in Rwanda.
- Coordinate and manage all NGO Rwanda mapping/ GIS project.
- Coordinate and manage integrated use of all NGO Rwanda Databases towards realizing child wellbeing outcomes.
Qualifications:
- First Degree in Development Related field (demography, Agricultural/environmental sciences/ Social Science.
- Certificate in Information Systems and Knowledge Management.
- 3 years of practical experience in Program Management and DME and in information systems management, report writing and publications.
- Computer skills and database management skills, M&E methods and approaches, Document review and report writing skills are is preferred.
- Must be a committed Christian, able to stand above denominational diversities.
Ibyiringiro Project Manager
Reporting to: Integrated Operations Director
Job Objective:
To provide managerial, administrative, programmatic and financial oversight to the IBYIRINGIRO project. IBYIRINGIRO Project seeks to provide palliative and other services to People Living with HIV/AIDS. The position will ensure that the objectives of the project are met.
Duties and Responsibilities:
- Develop and review work plans for the implementation of the program. Monitor the implementation of project activities and ensure that they are aligned with the developed work plans. Take corrective action as necessary to ensure that project achieves set targets.
- In close consultation with the NGO Project M and E officer and the CRS M and E officer, develop a monitoring and evaluation framework that will measure the implementation of project progress and impact.
- Develop and maintain links and relationships with the relevant government departments that are stakeholders of this project at the district level. Keep them regularly updated on the project progress as appropriate and incorporate their inputs into the project.
- Provide overall supervisory and managerial support to the staff implementing the program.
- Review and approve their work plans, monitor the achievement of individual program targets and provide leadership and assistance as needed.
- In close collaboration with finance, develop cash flows and funding needs and request for funding when cash reaches a certain threshold level.
- In close collaboration with CRS and the NGO Director for Health and HIV/AIDS, constantly monitor and review the proposed project strategies and activities and their ability to meet the stated objectives of the program and propose changes accordingly.
Qualifications:
- University degree in public health, social sciences or business administration.
- At least 5 to 10 years of working experience in project management. Demonstrated experience in working with USAID. Detailed knowledge of USAID rules and regulations.
- Must be proficient in both written and spoken English, French and Kinyarwanda languages.
- Demonstrated leadership, coaching, mentoring, and team building skills.

Health and Nutrition Officer
Reporting to: Zonal Manager
Job Objective:
To implement health and nutrition projects. The jobholder will provide technical expertise and facilitate integration between the ADP and health and nutrition programs.
Duties and Responsibilities:
- Identifying community volunteers for the health and nutrition project and organizing and conducting project appropriate trainings for these volunteers.
- Providing inputs into the development of specific community-appropriate IEC materials and engaging in the dissemination of these materials at community level.
- Conduct community health promotion campaigns (addressing malaria, malnutrition and diarrhea) using positive deviant volunteers.
- Conduct regular hearth (active feeding and lessons on preparation) sessions for malnourished children and their mothers and positive deviant volunteers.
- Be aware of DAP activities and initiate integration process between the ADPs’ health project and DAP health and nutrition initiatives.
- Facilitate linkages between health facility and community TB managers and supervise the community DOTS process.
- Sensitizations of particular groups like mothers and PLWHA on project specific themes like exclusive breastfeeding and linkages between TB and HIV respectively.
- Develop a system of identifying malnourished children by training volunteers to conduct case findings and collaborate with the DAP growth monitoring program.
- Engage in conducting a baseline assessment for key indicators and continue to monitor project implementation for outputs and processes.
- Collaborate and lobby with health facilities and partners to ensure easy access to preventive means against malaria like the insecticide treated nets.
- Collaborate with DAP agronomists to promote crop diversification and methods of increasing crop productivity among beneficiaries.
- Contribute to the writing of proposals for future adjunct projects.
Qualifications:
- A medical degree is a big plus and doctors are encouraged to apply.
- Minimum of bachelors’ degree in health sciences, nutrition or public health. Or an A1 nursing degree.
- 1 to 2 years experience in community-based health program implementation with reputable NGOs or ministry of health.
- One-year experience may be acceptable with a medical degree but at least 2 years experience is necessary for other degrees/qualifications.
Internal Auditor
Reporting to: Audit Manager
Job Objective:
To performs audits that are in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and the NGO’s Financial Manual Internal Audit policies and procedures.
Duties and Responsibilities:
- Conducts audits to assess the effectiveness of internal controls, accuracy of financial records, and efficiency of organizational operations using professional audit standards and practices.
- Examining various departmental records and interviews staff to ensure accurate recording of transactions and compliance with the NGO’s International policies and procedures.
- Inspecting accounting systems to determine their efficiency and protective value in the recording and management of organization resources.
- Reviewing records pertaining to fixed and movable assets to determine degree to which they are effectively, efficiently and economically utilized.
- Analyzing data obtained for evidence of deficiencies in internal controls, duplication of effort, extravagance, fraud, and non-compliance with country laws, government regulations, and management policies or procedures.
- Prepares reports of audit results and recommendations to management using good written skills.
- Conducts special reviews/investigations as directed.
- Conducts compliance reviews of organization records to ensure compliance with Government statutory requirements in areas including but not limited to taxation laws, employment law and any other applicable local requirements.
Qualifications:
- University degree in Commence, Accounting or Business. A graduate degree in Accounting or Management is preferred. If not a graduate should have other qualifying experience or education in auditing or accounting for at least three years.
- Should have good communication and quantitative skills.
- Must be able to travel extensively within the country and internationally up to 50% of the time.
- Must have good working knowledge of computerized accounting systems, preferably Sun Systems & Vision Must be computer literate in using Microsoft Office programs.
- Must be able to work independently in remote areas.
Accounts Assistant
Reporting to: ADP Manager
Job Objectives:
To provide efficient and effective finance and administrative services to the NGO in line with the NGO’s policies, practices and procedures.
Duties and Responsibilities:
- Verify purchase requisitions to ensure expenditures in line with budget.
- Verify payment documentation, prepare and pay vendors on timely basis and ensure all support documents bear a paid stamp.
- Keep and maintain books of accounts (petty cash book, Business advance books) and analyze advance accounts on a monthly basis.
- Ensure proper coding of project/grant expenses.
- Monitor and report on vehicle and Motorcycle fuel consumption on a monthly basis.
- Manage project stock (Receive, distribute and file all stock documents.)
- Maintain petty cash flow; ensure appropriate coding of grant/project expenses.
- Review on daily basis the petty cash payments and verify the actual cash balance in the petty cash box.
- Participate in procurement meeting and prepare bids analysis report.
- Participate in the budgeting process.
Qualifications:
- Should have a Higher Diploma in Accounting / Finance.
- Should have knowledge of generally accepted accounting principles (GAAP), and practical knowledge of financial systems and internal controls and procedures.
- Knowledge of grant/project accounting and budget preparation is an added advantage.
- Requires excellent communication skills (oral and written).
- Should have at least one year experience in accounting profession.
