Position: Emergency Program Director
Reports to: Country Director and HQ Program Manager Location: Nairobi, Kenya with frequent travel to Somalia Duration: 12 months
Relief International (RI) is a non-profit, non-governmental organization based in Los Angeles, CA. Since 1990, RI’s programs have supported communities through relief and development work. Regionally in East Africa, RI is heavily committed to the collaboration with local actors to provide health and nutrition service and programs, livelihoods enhancing activities, protection programs, provision of shelter as well as other sectoral areas through which RI partners with local communities. Currently RI has programs in 25 countries world-wide.
Position Summary:
The Senior Program Director will be expected to start up, lead and complete an RI-led relief project throughout its 12-month period. The project’s goal is to provide life-saving health and nutrition services in South-Central Somalia. The project is a collaborative effort and will be implemented by two INGOs as well as local Somali NGOs. The Senior Program Director will provide leadership for the entire project and across both the emergency Health and emergency nutrition sectors. The Senior Program Director will supervise and work directly with other organization leads and RI expatriate technical staff to ensure a quality implementation process. The project will target drought and conflict affected sites across the South-Central regions of Somalia.
The consortium will take advantage of existing partnerships and current community access to deliver life-saving assistance. The Senior Program Director will synthesize project inputs/outputs, security analyses, manage implementation work plans and budgets, facilitate information flow across implementing organizations and provide strategic thinking on complex issues.
This position demands a highly-motivated, independent and dedicated individual with extensive experience implementing large programs within complex emergency contexts. The Senior Program Director is expected to deploy to Nairobi to initiate the program as soon as possible.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Programmatic • Provide key leadership on work plan development and implementation activities • Management of program work plans and budgets based on expected program outputs and results • Frequently travel to program sites for supervision and support to expat and local staff • Adapt project implementation activities to account for the dynamic context of Somalia • Lead the country team, operations, finance, and security staff to ensure project adheres to RI and international standards • Oversee resource mobilization, ensuring timely delivery of needed inputs for programming sites • Ensure budgetary and programmatic benchmarks are achieved according to projections and work plans • Guide staff in conduct in accordance with risk mitigation strategies developed specifically for Somalia
Coordination and Reporting • Attend UN Cluster meetings at Nairobi coordination level • Maintain contact and communication with donor contacts and Review Committee on ad-hoc basis • Facilitate and lead quarterly monitoring briefings • Ensure grant compliance on record keeping, procurement and financial practices • Fulfill all donor and RI HQ reporting requirements • Coordinate programming across consortium member organizations and developing communication and updating protocol that addresses the challenges associated with remote management and seeks to mitigate risks • Consult with peer and UN agencies on international standards, ensuring program quality in design and implementation • Ensure timely security updates are available for programming sites, HQ and Review Committee members
QUALIFICATIONS: • Six or more years of experience in emergency project management • Superior communication and leadership skills • Experience with OFDA funded projects • Demonstrated success managing large teams • Substantial monitoring and evaluation experience • Nuanced appreciation and understanding of Sphere standards • Master’s level degree preferred • Ability to live in Nairobi with frequent, brief travel to field sites in Somalia • Previous experience in Somalia preferred • Fluent English required, both written and oral • Demonstrated ability to work independently, as well as ability in decision making, problem solving, and team building
