DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The overall goal of ARC’s program in Rwanda is to ensure the prevention, early detection and resolution of public health problems and the provision of adequate health care, nutrition, GBV, HIV/AIDS, water, sanitation, shelter and other infrastructures for the displaced refugee population from eastern DRC living in refugee camps located in Byumba (Gihembe camp), Kibuye (Kiziba camp), and Gituza (Nyabiheke camp), Rwanda.
PRIMARY PURPOSE OF THE POSITION
The Camp Manager ensures smooth program functioning in the camp. He/she is responsible for the management of program activities and operations in the camp, and logistics related to the management of the camp. He/she coordinates finance, administration, program implementation, and logistics with country office. He/she is responsible for the oversight and management of all sector Coordinators and other national staff who provide support to the program.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Management •Supervise and manage program staff and all ARC activities in the camp.
•Responsible for development and management of human resources. •Ensure timely production and collection of work plans and reports of different sectors. •Liaise with the Country Director, Senior Program Coordinator, Logistics Manager, and Finance Controller for efficient utilization of all resources, as well as facilitating fieldwork. •Represent ARC in coordination and planning meetings at the local and, when necessary, national level.
•Prepare timely narrative reports for donors, government, HQ, and others as required.
Camp Operations •Monitor the implementation of operations and sector activities according to the budget of the camp’s programs (Water, Sanitation, Shelter/Infrastructure, and Income Generation). •Participate in the development of new programs or expansion of existing programs. •Maintain inventory and provide stock management of all ARC equipment, property, vehicles and furnishings. •Set up indicators and ensure adequate monitoring and evaluation of camp activities. •Act as security focal point for Kiziba camp and surrounding area and report any incidents to Country Director
Procurement and Distribution •Ensure purchase and distribution of supplies and accounting of physical assets.
•Plan and maintain logistical support for ARC field operations, including delivery of all supplies to and from all project sites. •Identify and supervise the purchase and procurement of all project-related materials.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
•Minimum BA/BS in Public Health, Development, International Relations, or Social Sciences. Advanced degree preferred. •Previous work with development or relief organisation in complex emergency situations, including refugee, displaced and/or war affected populations. •Minimum 4 years experience managing development/relief programs, preferably in Africa. •Experience in logistics, planning, procurement and management of field operations. •General knowledge of construction, water/sanitation, and income generation a plus •Familiarity with private, US government and multilateral donors. •Fluency in English and French (including excellent English reading and writing skills) •Proficiency in use of computers and standard applications: Word and Excel. •Prior experience in the Great Lakes of Africa a plus.
