Main Duties & Responsibilities Programme Development and Management • Lead the development, implementation and monitoring of Concern’s Integrated Somaliland Programme in both rural and urban contexts in line with best practices and Concern policy, • To ensure that cross-cutting themes are mainstreamed appropriately across the integrated programme and the organisation as appropriate • Liaise and work closely with the ACD for Programmes and Programme Development and Advocacy Advisor (PDAA) on programme issues and to ensure an integrated, coherent approach across all programs/projects being implemented by Concern Somalia. • Ensure that all programme stages follow the project cycle as defined by Concern - including carrying out/facilitating contextual analyses, surveys (baseline, end lines etc), reviews (midterm, year end etc) and evaluation while monitoring takes place throughout the implementation timeline.
• Support the FIM and WASH managers and other staff to ensure that a effective integrated M&E system provides appropriate and adequate information for learning and timely decision making and maintenance of a systematic data collection and analysis. • Effectively use regular M&E feedback to adjust programming and ensure relevance • Support the teams in developing robust results frameworks and in designing and implementing suitable Monitoring plans to measure and report on the agreed results. • Ensure continuous learning for the improvement of the programme and a greater impact on the extreme poor who are targeted through the interventions. • Provide technical and strategic direction and advice in relation to livelihood and WASH activities within the programme • Through developing and managing reporting schedules with the programme managers and other staff, ensure optimal quality and timely submission of reports and proposals for Concern and external donors and supporters as appropriate • Undertake regular monitoring ad support visits to programme sites providing feedback to managers + staff and closely monitor the follow up of recommendations. • Lead the preparation of programme budgets collaboratively with programme and finance staff ensuring coherence while ensuring they are aligned to programme plans, activities, results frameworks etc. • In conjunction with the programme management staff, track programme expenditure through monthly management accounts and quarterly accounts prepared by the finance and make adjustments to programme activities and expenditure as necessary to ensure that programme budgets are managed in line with agreed programme objectives • Ensure Concern Somaliland develops and maintains a capacity to respond to emergencies within its programme areas • Where necessary, take a leading role in the development and implementation of new interventions with the programme managers. • Contribute to the development of organisational learning through information sharing with other Concern fields and SAL where applicable and through participation in relevant workshops and training. • Contribute to the development, roll out and review of the Country Strategic Plan • To lead on the development of a broader programme encompassing other sectoral areas of intervention as necessary and appropriate following the PCMS and other polices and procedure
Systems Development and Management • Oversee compliance to Concern and donor policies, procedures and procurement requirements. • Develop, review and maintain management systems that supports effective and efficient implementation of a quality programme • Overall responsibility for management of Hargeisa and field office including the overall financial budgeting and expenditures, staff management, administration, security, logistics and IT, ensuring systems and procedures are in place and adhered to, or where there are none in place, that they are developed and adhered to. • In consultation with HR and programme staff ensure sufficient human resources for the programme to meet objectives – taking the lead on recruitment, retention and succession planning. • Support HR and programme managers to recruit, manage and support programme staff ensuring that there are clearly defined roles with up-to-date and relevant job descriptions. • Line manage two project managers, M&E Officer, Accountability and Equality Officer, and Systems staff • Conduct Performance and Development Review for staff under supervision on a timely manner. • Monitoring direct report performance based on agreed job descriptions and ensuing their compliance with all Concern policies • Identify training needs for staff and provide the training necessary for the delivery of a high quality integrated programme through technical support, training and advice. • Ensure staff comply to the Programme Participants Protection Policy (P4) and Code of Conduct (CoC)
Safety and Security
• Take the teal on ensuing that the Security Management plan (SMP) is rolled out and implemented. • Liaise and report all security related issues to the CD, and Security contact point as necessary • With SMT members, ensure that Concern’s office and bases in Hargeisa adhere to Concern’s security standards.
External Relations and Representation • Liaise and coordinate with relevant Governments authority, institutions, regional and districts of our operations and develop closer working relationship with the relevant line ministries • Represent Concern at relevant coordination forums
PERSON SPECIFICATION • Essential: • Degree in development related discipline
• At least 5 years’ experience in NGO development work in INGOs in a senior-level/management capacity and at least one years experience of representation an agency in a given area/region. • Experience of managing multi-sectoral programme in rural and/or urban contexts • Experience in overseeing systems such as HR, logistics, administration finance, • Demonstrated experience of representing an international NGO with local authorities, government, civil society, donors and other stakeholders at a high level • Experience in implementation FIM and/or WASH activities or providing management support to technical specialists in these areas • Demonstrated experience of best practice in programme design • Experience working in an insecure environment • Excellent report and proposal writing skills • Good negotiation and communication skills • Experience of mentoring, supporting and train staff • Fluency in English • Demonstrated Flexibility
Desirable: • MA in Programme Management, planning or related thematic subject (FIM, WASH) Experience in facilitating workshops • Demonstrated Expertise in one or more of the following areas: community development, food security, capacity building, working with partners, rights based Approaches. • Previous experience working with Concern • Strong Development orientation
