Organizational Setting |
The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The Section for Effectiveness Evaluation (SEE) is located within the Office of the Deputy Director General and provides independent quality control evaluations of the results of safeguards implementation and evaluation activities conducted by the Department of Safeguards. The goal of the evaluations is to validate that the safeguards activities meet the identified objectives and support the safeguards conclusions. SEE evaluates (i) the effectiveness of the State evaluation process; (ii) the effectiveness of safeguards implementation at the State and facility levels; (iii) annual implementation plans; (iv) goal or objective attainment; (v) safeguards conclusions and recommendations; (vi) safeguards verification activities; and (vii) safeguards verification measures. The results of these evaluations are reported to the Safeguards Management Committee and in the annual Safeguards Implementation Report (SIR). SEE prepares the SIR for submittal to the Board of Governors to support the Member States understanding of the effectiveness and efficiency of safeguards implementation and the credibility of safeguards conclusions drawn. The operating environment is participative, interactive, independent and analytical. Many sensitive issues require the utmost discretion. |
Main purpose |
Reporting to the Section Head, the Senior Safeguards Evaluator leads a matrix team of Professional and General Service staff to evaluate safeguards implementation performance and ensures the quality of their products. He/she also develops, improves, and oversees implementation of new methods for evaluating safeguards implementation related to State evaluations, annual implementation plans, material balance area evaluations, anomalies, safeguards verification activities, and safeguards verification measures. She/he provides expert advice for various Departmental sub-committees and working groups (e.g. the Safeguards Implementation Sub-Committee and the Safeguards State-Level Sub-Committee). He/she also contributes to preparation of the Safeguards Implementation Report (SIR) for presentation to the BOG and the data analysis document that supports the SIR. |
Role |
The Senior Safeguards Evaluator is: (1) a leader managing the activities of and providing leadership for the staff assigned to his/her team; (2) a developer of safeguards implementation evaluation processes; (3) a coordinator of evaluation activities involving staff from other components of the Department and, possibly experts from outside the Department; and (4) a technical adviser, providing expertise to Departmental committees and to other Sections and Divisions in support of safeguards inspections, training, process development, equipment needs, and information management. |
NOTE: The incumbent of the post will be considered to be a radiation worker and will be subject to an appropriate programme of physical and special medical surveillance arranged by the IAEA. |
Partnerships |
The Senior Safeguards Evaluator interacts with, in addition to SEE staff, staff and managers throughout the Department to facilitate the safeguards evaluation processes - specifically, ensuring the quality of safeguards implementation evaluations, supporting the SIR and data analysis document, and participating in the development and implementation of new evaluation processes. Additionally, he/she discusses issues related to States' compliance with their Safeguards Agreement, the safeguards objectives and their associated performance targets, and safeguards implementation issues with Departmental staff and Member State representatives. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $42 466*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
