Organizational Unit: Effectiveness Evaluation Section
Department of Safeguards
Duty Station: Vienna, Austria
Issue Date: 24 January 2012
Application Deadline: 5 March 2012
Type/Duration of Appointment: Fixed term, 3 years (subject to a probationary period of 1 year)

Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Section for Effectiveness Evaluation (SEE) is located within the Office of the Deputy Director General and provides independent quality control evaluations of the results of safeguards implementation and evaluation activities conducted by the Department of Safeguards. The goal of the evaluations is to validate that the safeguards activities meet the identified objectives and support the safeguards conclusions. SEE evaluates (i) the effectiveness of the State evaluation process; (ii) the effectiveness of safeguards implementation at the State and facility levels; (iii) annual implementation plans; (iv) goal or objective attainment; (v) safeguards conclusions and recommendations; (vi) safeguards verification activities; and (vii) safeguards verification measures. The results of these evaluations are reported to the Safeguards Management Committee and in the annual Safeguards Implementation Report (SIR). SEE prepares the SIR for submittal to the Board of Governors to support the Member States understanding of the effectiveness and efficiency of safeguards implementation and the credibility of safeguards conclusions drawn.

The operating environment is participative, interactive, independent and analytical. Many sensitive issues require the utmost discretion.
