Organizational Setting |
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Systems. The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions. |
Main purpose |
As a team leader reporting to the Division Director, the Section Head plans, leads, coordinates and supervises, in line with the strategic directions of the Division, the work necessary to provide quality State declared information processing, information analysis and dissemination activities, and coordinate integration of the Section's analytical efforts in the context of the Departmental collaborative information analysis process, in support of State evaluations and other safeguards evaluation and implementation efforts. |
Role |
The Section Head is (1) a leader and manager, providing guidance and managerial support to the team, and planning resources with a view to achieving efficient and effective results in accordance with the Divisional objectives; (2) a substantive expert, leveraging knowledge and experience in the field of State obligations under Safeguards agreements; (3) an adviser on matters of policy, strategy and complex cases; (4) a developer, implementer and change manager of new strategies, processes and technologies. |
Partnerships |
The Section Head develops working partnerships and collaboration across the Department and throughout the IAEA, working closely with management and staff in the Department, particularly the Operations Divisions. He/She frequently engages with technical counterparts within the Department, the Secretariat and with contact persons from Member States, in particular with Regional or State Systems for Accountancy and Control (RSAC and SSAC) members. The incumbent interacts closely at all levels within the Section, Division and Department to identify issues that are relevant from a State evaluation perspective, including the identification of any questions, inconsistencies and nuclear non-proliferation issues and the delivery of information products. This includes: developing work plans for countries and project teams; planning projects and tasks; coordinating and guiding staff to attain project objectives; improving information collection, processing and analysis; setting policies, priorities and procedures; organizing activities with senior staff within the Division and Department and with State personnel. Furthermore, the Section Head coordinates with the Departmental Training Section and other requestors concerning the provision of training related to the Section's area of expertise. He/She interacts with Member States to raise assistance in the context of Member States support programmes. |

Remuneration |
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $42 466*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
