The Revenue Watch Institute (RWI) is a non-governmental organization that promotes the transparent, accountable and effective management of oil, gas and mineral resources for the public good. Too often natural resource wealth is associated with corruption, conflict, and poverty, not growth and development. With effective revenue management, citizen engagement and government accountability, natural resource wealth can drive economic growth and development. RWI helps countries realize these benefits through capacity development, technical assistance, grant-making, research and advocacy.
Since its establishment as an independent organization in 2006, under the leadership of Director Karin Lissakers, Revenue Watch has grown into a global institution with 50 staff and an operating budget of $14 million. Revenue Watch has more than 60 partner organization in 30 countries, and continues to expand in response to increased demand for its programs and services. After six years of service, Karin Lissakers is stepping down. Revenue Watch seeks a President based in New York, with responsibility for managing strategic, programmatic, financial, and management operations.
The Role
The President position affords a unique opportunity to work with the only organization expressly devoted to helping countries meet the challenges of natural resource wealth; a talented, motivated and hard-working staff with a high standard of excellence, open to innovation, and willing to take initiative; and a solid base of donors invested in Revenue Watch’s success.
Reporting to the Governing Board, the President is responsible for the strategic, programmatic, financial, and management operations of Revenue Watch. Specific responsibilities include:
• Providing strategic thought leadership in all aspects of Revenue Watch’s work;
• Fostering an environment for creativity and innovation and capitalizing on the knowledge and expertise of staff and board members;
• Ensuring that THE Revenue Watch’s mission is visible and understood by all critical stakeholders including staff, advisors, funding partners, grantees, civil society, media, governments, and the public;
• Working with the Governing Board to set Revenue Watch’s strategic priorities, beginning with the 2013-2015 strategic plan;
• Managing a complex, global organization with staff in eight countries and projects in more than thirty countries;
• Leading international advocacy efforts in conjunction with the Advocacy Director, the Deputy Directors, and regional staff;
• Recruiting, developing, inspiring, and retaining talented staff;
• Serving as a strong ambassador for Revenue Watch in the domestic, international, business, nonprofit, public policy and political arenas;
• Overseeing fundraising, including establishing new relationships with potential donors as well as strengthening existing donor relationships;
• And ensuring that governance, asset management, and programs are ethical, transparent, aligned with the Institute’s values and aims, and led by dedicated, diverse and creative staff and officers.
Candidate Profile
Revenue Watch is seeking a leader of unusual vision, intellectual breadth and practical experience with the nonprofit, government and business sectors. The successful candidate will be skilled in building constructive dialogue and collaboration, while at the same time managing a decentralized organization for results in a fiscally responsible manner. The candidate will have experience working closely with a board, staff, and other constituents. S/he will bring a sophisticated understanding of global policy environments. S/he will have a knowledge and appreciation of social disparities and cultural differences. S/he will have outstanding communication skills, both written and verbal, and the ability to represent the organization effectively with many types of audiences.

Setting Strategy and Achieving Results
The successful candidate will have a compelling view of the future of the field and how best Revenue Watch can address rapidly evolving challenges in its areas of interest, including civil society and the public sector. Revenue Watch has a clear remit, a well-defined theory of change, and proven methodologies. Integral to the organization’s success is its ability to identify and seize opportunities for impact and to tailor its approaches to meet the changing global context. The President will be responsible for capitalizing on the knowledge and expertise staff and RWI’s board bring to help focus and define its strategic priorities, including leading the design of a new strategic plan for 2013-2015 and thereafter ensuring mission coherence and consistency in the implementation of the new strategic plan.
Leadership in the Field
S/he will contribute to the intellectual rigor and evolution of the field of natural resource governance, liaising with partners and thought leaders to maintain Revenue Watch’s position at the forefront of the field. The successful candidate will have the ability to represent Revenue Watch and its work to governments, non-profits, business and civic leaders through meetings, updates, speeches, briefings and interviews. S/he will lead in an effort to help to develop and strengthen organizations that are central to RWI’s strategies, focusing on capacity building, dissemination and use of transparent information, governance, economic development, and accountability.
Advocacy
S/he will lead international advocacy efforts, in tandem with the Advocacy Director, the Deputy Directors and regional staff. The President will promote good governance in the extractives and the establishment of global norms in different governmental and non-governmental international fora including EITI, regional institutions, the G20, the Open Government Partnership, the Natural Resource Charter and other international initiatives.
Communication and Fundraising Skills
S/he will be an inspiring communicator who is able to translate the complexity of the field and relay Revenue Watch’s mission to a variety of stakeholders as well as be a global champion for Revenue Watch’s goals and values. S/he will represent Revenue Watch in the global arena and contribute expertise and strategic guidance through active outreach, participation in conferences and events, and stimulating public debate about extractive revenue, expenditure transparency, and the effective use of resource revenues for growth and development. S/he will build upon and diversify deep and committed relationships with donors to expand Revenue Watch’s reach.
