HUMAN RESOURCES ASSOCIATE (LEARNING)

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Human Resources Centre is developing and implementing HR policies under the umbrella of UN Rules and Regulations. The Human Resources Associate will be working under the leadership of the Human Resources Specialist (Learning) on learning, training and performance management.

Duties and Responsibilities

Summary of key functions:
  • Learning and Staff Development;
  • Logistics and databases maintenance;
  • Performance management and career development;
  • Knowledge building and knowledge sharing;
  • Ensure competency of UN staff on mandatory courses including HIV/AIDS;
  • Other duties.
Description of Duties:
Learning and Staff Development:
  • Assists in the development and implementation of the annual Learning and Staff Development Plan;
  • Supports the Human Resources Specialist ( Learning) in carrying out advisory functions on Learning and Development and making appropriate recommendations to Senior Management;
  • Provides effective counseling to staff on career advancement, development needs and learning possibilities;
  • Supports the implementation of strategic staffing policies in line with career development;
  • Implements, monitors and evaluates the learning plan on a monthly basis;
  • Monitors the implementation of approved learning events including budget provisions in accordance with approved guidelines.
Logistics and databases maintenance:
  • Organizes training courses for operations/programme staff on HR issues;
  • Organizes and executes training events, coordinating with diverse partners and the media to highlight and publicizes key events;
  • Handles administrative coordination in support of special training and other programmes;
  • Manages updates and further develops internal databases; updates website; generates a variety of standard and non-standard statistical and other reports from various databases;
  • Performs other duties as assigned.
Ensures proper staff performance management and career development focusing on achievement of the following results:
  • Provision of background information and facilitation of the performance appraisal process and maintenance of the related data;
  • Participation in preparation of Learning plan and individual learning plans in consultation with the Human Resources Specialist (Learning).
Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:
  • Synthesis of lessons learnt and best practices in HR;
  • Sound contributions to knowledge networks and communities of practice.
Ensure competency of UN staff on mandatory courses including HIV/AIDS and knowledge of the existing UN Policy on HIV/AIDS in the workplace:
  • Facilitation of Learning Sessions on UN HIV/AIDS Learning strategy through the ‘We Care’ Programme/UN HIV/AIDS Learning Team.
Other duties:
  • Prepares presentations, briefings and training sessions regarding HR issues as required;
  • Performs other duties as required by the HR Specialist;
  • Provide support to the Chief-HR for specific assignments.
Impact of Results:
The key results have an impact on the overall execution of the learning services and success in implementation of HR strategies and policies.

  • Ability to provide input to business processes re-engineering, implementation of new systems.

Required Skills and Experience

Education:

  • Secondary Education with specialized certification in HR;
  • University Degree in HR, Business or Public Administration desirable, but not a requirement;
  • Must have passed the United Nations Administrative Support Assessment Test (ASAT)

Experience:

  • 6 years of progressively responsible HR and/or administrative experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems;
  • Experience in Training of Trainers or teaching experience desirable.

Language Requirements:

  • Fluency in English is required;
  • Fluency in other UN languages an advantage.
