Vacancy Title: Evaluation Consultant
Summary of Program
Since October 2010, the USAID/IREX Youth for Change: Building Peace in Rwandan Communities Program (Y4C) has been developing youth leaders’ skills and empowering them to become active agents for positive change in their communities with funding from the United States Agency for International Development (USAID). Y4C has been working with the National Unity and Reconciliation Commission (NURC) and Never Again Rwanda (NAR) to support 29 youth groups in implementing small grant projects in their communities in 29 districts of Rwanda. These projects will help strengthen the youth leaders’ skills and empower them to promote peace building and community development.
To measure performance of this initiative, IREX is seeking the services of a competent consultant to carry out an evaluation of Y4C.
Profile of the Consultant
• Higher university degree (masters or equivalent) in social and/or political science, peace/conflict studies, international development, or a related field of study;
• 5 years of progressively responsible professional experience in peace building initiatives in Rwanda;
• Technical experience in different aspects of peace building, conflict management or reconciliation programming (pre-program needs assessment, planning, design, implementation, monitoring and evaluation);
• Excellent oral and written communication skills in both English and Kinyarwanda, including the ability to write and edit a variety of written reports and studies
• Ability to articulate ideas in a clear and concise style, with excellent presentation and organizational skills.
• Demonstrated knowledge of and competency in conducting different types of evaluations.
• Strong reputation for producing quality evaluation reports.
