Background The conflict in Libya sparked by anti-Government protests resulted in heavy fighting between government and opposition forces in Misrata and surrounding areas causing thousands of civilian casualties, internally displaced persons and destroying infrastructure. While many relief efforts focused on survival needs (shelter, food, water, health care and sanitation) physical aid alone cannot address children’s ‘invisible wounds’ and the many psychosocial impacts of war. The widespread presence of Explosive Remnants of War (ERW) remains a clear danger to the city’s population.
Initial assessments indicate that there is limited capacity and expertise in Libya on child protection in emergencies including psychosocial support services. Within the framework of this project, DCA seeks to improve the psychosocial well being of children and families affected by the on-going conflict and initiate specific activities to promote child protection at the community and governmental level.
Key Responsibilities: 1. Programme Management • Conduct a MHPSS and child protection assessment in Misrata to identify relevant stakeholders and identify potential partners including MoE, MoH and / or civil society organisations. • Plan, prepare and oversee the implementation on the MHPSS and child protection programme in Misrata ensuring the timely delivery of a quality programme (ensuring effective reporting and monitoring mechanisms are developed and are operational, individual workplans are developed and performance management of national staff is undertaken). • Develop training manuals and conduct trainings for child protection and psychosocial support in the school environment for teachers and Ministries of Social Affairs and Education. • Assist / train teachers in the organisation of age-appropriate recreation activities for the children clubs on a daily basis (culturally appropriated): sport, art, educational activities. • Ensure that project implementation adheres to HAP standards and the participation of girls and boys is prioritized and promoted (where appropriate) throughout all aspects of the response. • Ensure reporting is completed on time, develop other proposals on child protection as requested and maintain financial records and overview.
Partnership management / human resources management • Maintain working partnerships with the Ministry of Health (MHPSS focal point, if appointed), Education and Social Welfare to maintain joint programmes • Where possible, build and maintain partnerships with civil society - national NGOs to work on issue-based psychosocial programme. • Recruit, train and build the capacity of DCA national staff in child protection and psychosocial support in Misrata • Ensure that MoUs are developed, agreed upon and signed with relevant local authorities and other partners where necessary. Note that some of these partners may be non-state actors.
Co-ordination and Advocacy • Represent DCA at relevant co-ordination and cluster meetings in Misrata and other locations if need be.
• Be prepared to set up and chair any MHPSS / Child Protection WG in Misrata / Libya. • Continuation of advocacy work on MHPSS activities as a result of the emergency. Contribute case studies, photos and stories to the media effort, as needed/ requested from HQ. • Ensure the programme interventions continue to be informed by and integrated with other core sectors of Protection, Education, Health, Logistics and Livelihoods. • Ensure the MHPSS programme is developed in partnership with authorities and other key stakeholders, including local partners (where present) and aim to establish or strengthen MHPSS processes and mechanisms at local, district and national levels.Reporting • Ensure final report is completed at the end of the mission against the LFA. • Maintain administration and financial records / documents
Essential qualifications • Degree in management and/or international cooperation or other relevant university degree • good managerial skills • proven experience working on psychosocial support and child protection • experience working with national partners • capability to coordinate and supervise the project’s personnel • ample experience in training • experience developing IEC materials • working experience in development or emergency projects preferably gained in muslim countries • fluent knowledge of Arabic is an advantage.
