PROGRAMME DEVELOPMENT MANAGER SUDAN

As Program Development Manager (PDM) you will be responsible for coordinating the different programs and ensuring program quality. The program is partly implemented by War Child staff and partly implemented by local partners. The PDM helps build the capacity of WCH staff and local partners to ensure the program’s sustainability.
The PDM is the technical/content advisor to the Country Director (CD) and supports the work of the Program teams in the field locations in Khartoum and White Nile States. S/he is responsible for program quality. S/he also replaces the Country Director in his absence. S/he may supervise a small number of staff as manager of the Programme Development unit
Support is provided by the country office in Khartoum where senior administrative and support staff is located. The field office shares space and some staff with the Sudan field office.
Khartoum is the capital of Sudan. It is a large town with some several million inhabitants and all required amenities.
War Child program in Sudan
War Child Holland is working in the Sudan and Southern Sudan. The programme purpose is to ensure that children, youth, communities and government are able to promote awareness of, prevent and respond to children’s rights violations, abuse and exploitation of children and young people in Khartoum, Kosti, Juba, Yei and Torit by supporting the development of a stimulating, protective and educational environment.
Main responsibilities
- Realisation of War Child’s programme objectives
• Leads and facilitates process of developing programs, annual plans and project proposals to external donors and updating/revision of strategy documents; • Coordinates the different programs in terms of content, coherence, planning and implementation; • Contributes to the country strategy and annual plan; • Advices team leaders on program development, program management and the realisation of targets; • Coordinates PM&E cycle and tools development and measuring of program effectiveness; • Ensures participation of program staff, local partners and children (target groups) in planning, monitoring and evaluation (PME) cycle; • Continuously monitors local needs and developments, by (among others) performing in-depth needs assessments; • Coordinates base line studies and programme evaluations; • Pro-actively advises the CD on program/project content, direction and implementation;
- Management of staff
• Supervises other staff of the Programme Development Unit, such as trainers and M&E officers • Coaches Field location managers and teams of program staff on programme quality issues; • Takes team building initiatives and supports Managers in HR related activities; • Replaces the Country Director in his/her absence and is a member of the Country Management team.
- Capacity building staff & local partners
• Oversees the development of training manuals; • Identifies staff training needs and organises training of programme staff; • Evaluates effectiveness and quality of project activities with the programme staff.
- Maintain network of contacts/representation
• Represents War Child in meetings at the local or national level, as agreed with CD; • Represents WCH-Sudan in program meetings at headquarters level and maintains contacts with other PDM’s; • Coordinates the country donor portfolio.
Profile
• Five years experience in a similar position of which at least two with a reputable organisation outside your country of citizenship; • Experience in managing educational programmes, preferably in developing country contexts; • Relevant academic background (Community Development, International Development, Education, Social Sciences) on an MA level; • Knowledge of participatory assessment and community based programming, understanding of psychosocial approaches; • Understanding of quantitative and qualitative planning, monitoring and evaluation tools; • Knowledge of and experience with participatory assessment and community based programming in an (I)NGO and (post)conflict context; • Strong coaching, diplomatic and cross cultural communication skills; • Creative, participatory and innovative approaches; • Experience with management and capacity building of staff and partner organisations; • Experience living and working in complex security contexts; • Experience working and living in Arab/Muslim cultures desired. • Good written and spoken English required. Some spoken Arabic desired;
Regular travel to field locations will be required.
