Title: Medical Advisory Services, Field Epidemiology and Laboratory Training Program (FELTP )

Service Objectives:
The President’s Emergency Plan for AIDS Relief (PEPFAR)/Namibia Health provides high-quality technical assistance to the United States Government (USG) PEPFAR country team, the Ministry of Health and Social Services (MoHSS), technical workgroups, implementing partners, and Government of Namibia counterparts to ensure that the portfolio of program activities contributes to the national HIV/AIDS strategic goals and targets. The Senior Advisor is responsible for on-going strategic planning, program development, implementation, and evaluation of the Namibia Field Epidemiology and Laboratory Training Program (FELTP) through the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).
Task Requirements:
The Senior Advisor for FELTP works in partnership with Ministry of Health and Social Services (MoHSS), CDC Namibia, and other partners in the following endeavors:
Leadership and Technical Assistance
• Collaborate with Namibian FELTP stakeholders to strengthen field epidemiology support for the surveillance of diseases and detection of outbreaks.
• Provide leadership in the development of the Namibia FELTP program (long and short courses) which facilitates the development and sustainability of a cadre of epidemiology and laboratory public health professional to support field epidemiologic investigations, surveillance and improvement of public health programs in Namibia.
• Serve as the technical advisor in all aspects of program implementation, including support for communicable and non-communicable disease surveillance and short courses for mid-career development of epidemiologists and laboratory technicians.
• Provide consultation to public, private, professional and academic partners in substantive matters related to public health and field epidemiology and laboratory practice and training. This includes scientific and technical assistance in methodology, study design, project and data management.
• Work closely with the Namibian FELTP stakeholders at the national, regional and district levels and other institutions to support bilateral CDC Namibia HIV and other disease programs.
• Fosters collaborative working relationships with the United Nations organizations such as UNICEF, WHO, UNFPA, UNAIDS and other international organizations working in Namibia.
Strategic Planning, Program Management, and Evaluation
• Serve as the subject matter expert/lead technical advisor in all aspects of program implementation, including communicable and non-communicable disease training program for laboratories.
• Works with MoHSS to strengthen surveillance of HIV, TB and other infectious and chronic diseases, including mortality surveillance, utilizing the Namibia FELTP program participants.
• Prepares field sites for FELTP resident site placements, including training of and follow up with field site supervisors in conjunction with field site supervisor.
Staffing and Training
• Provides training and mentorship on epidemiology and laboratory activities in public health to FELTP program participants.
• Implements training for various target audiences, to incorporate local expertise such as faculty trainings, laboratory technicians, physicians, health care workers, as well as implementing partner. Examples of topics to be incorporated into trainings include: surveillance, epidemiology, bio statistics, laboratory management, health information systems, data quality assurance, monitoring and evaluation.
Other Duties
• Participate in relevant technical working groups (TWG), which provide technical, programmatic, and budgetary guidance to partners, organize partner conferences and workshops, and respond to Office of the Global AIDS Coordinator and/or agency headquarters requests.
• Participate on in-country committees on human capacity building issues in epidemiology and laboratory. • Prepare technical and periodic reports on projects and training efforts to promote the FELTP program within the country and internationally.
Task Deliverables:
• Monthly progress reports - Due by the end of the month
• Input to Country Operational Plan - Due October 15, 2012
• Epidemiology and laboratory capacity assessments - Due semi annually
• Develop and conduct pre- and post-training evaluations - Due semi annually
• Quarterly Activity Report - Due 10 days following the end of the quarter
• Final report - Due 10 days after project completion
Minimum Qualifications and/or Certifications:
• Medical Degree from Accredited Institution
• Masters Degree in Public Health or related field
• 2-3 years experience in developing and implementing FELTP
• 5 years of international public health experience
• Training in Grants Management
• Experience with PEPFAR Programs
• Willingness and Ability to effectively communicate in English (Speaking, Reading, and Writing) on a daily basis with various groups.
