Service Objectives:
Serves as the lead technical advisor for a new initiative to realign HIV care and treatment services in Ethiopia. Serves as the point of contact for two of CDC/Ethiopia’s funded partners – Johns Hopkins University (JHU) and Columbia University’s International Center for AIDS Treatment Programs (ICAP) – who have been charged with covering the care and treatment continuum in Addis Ababa, Southern Nations, Nationalities and Peoples (SNNP) and Oromia Regions. Previously, JHU and ICAP only provided support to hospitals in these regions. Because of this shift and the increased number of facilities and beneficiaries served by these partners, the consultant is instrumental in providing guidance, monitoring and evaluation to ensure a smooth and successful transition.
Task Requirements:
Program Support As an expert and advisor in HIV care and treatment, the incumbent will take an active role in recommending to CDC partners effective operations consistent with strategic objectives of the President’s Emergency Plan for AIDS Relief (PEPFAR), the PEPFAR Partnership Framework for Ethiopia and the host government’s Health Sector Development Program IV (HSDP-IV). The consultant works under the CDC Care and Treatment Branch to provide daily support to partners, along with regional host government officials and other relevant stakeholders to ensure adoption and implementation of appropriate strategies that support a seamless transition from the network to the continuum of care model for HIV clinical service delivery.
Contractor gives technical advice (TA) to care and treatment partners operating in Addis Ababa, Southern Nations, Nationalities and Peoples (SNNP) and Oromia Regions, with a particular focus on activities being carried out in sites newly supported by the partners. While most TA will support two key partners, Johns Hopkins University (JHU) and Columbia University’s International Center for AIDS Treatment Progams (ICAP), the contractor will need to enhance existing collaborative relationships with other care and treatment partners operating in these regions, particularly the Government of Ethiopia’s Regional Health Bureaus (RHBs) and Regional HIV/AIDS Prevention and Control Offices (rHAPCOs).
The contractor will participate with JHU and ICAP in the development of work plans for implementation of activities supported through their cooperative agreement awards. Job holder provides updated technical information to partners as it becomes available.
Program Assessment Working closely with implementing partners, regional host government staff, and the PEPFAR Strategic Information (SI) Team, incumbent will follow closely implementation of activities at newly-supported sites to ensure that specific objectives are achieved and/or appropriate remedial activities are instituted. In collaboration with CDC’s Care and Treatment and SI Branches, the contractor assists in developing program evaluation strategies, methodologies and indicators for monitoring HIV/AIDS care and treatment programs in accordance with standard guidelines and protocols. Position provides practical on-the-job guidance for various target audiences on how to implement, monitor and evaluate care and treatment programs.
Contractor continually assesses progress toward objectives as well as the resource needs of JHU and ICAP and makes recommendations to the CDC Director, the Care and Treatment Branch Chief, and appropriate persons within the Partner Management Group on needed adjustments. In order to make such recommendations, the consultant will be expected to carry out regular site visits and meetings with regional representatives of each organization and the Ministry of Health (MOH) to review progress. Meetings and discussions with the executive directors and other national-level representatives of JHU, ICAP or the MOH will be carried out only in coordination with the CDC Care and Treatment Branch Chief or his designee.
Communication Contractor is required to provide verbal updates on partner progress to the CDC Care and Treatment Branch Chief and other appropriate persons deemed appropriate by the Branch Chief on at least a bi-weekly basis. The contractor will also be required to submit a monthly written report to the Branch Chief as well as the CDC Country Director. At a minimum, the written report will note the sites visited, progress and deficiencies noted and recommendations made. Upon request, the contractor may be asked to provide similar verbal and written updates to the US Government agency team and representatives of the host government.

Task Deliverables:
Monthly progress reports - Due by 5th workday of the month
Quarterly activity report - Due within 10 days after the end of the quarter
Provide a verbal update of progress in at least one Senior Management Meeting per month
Minimum Qualifications and/or Certifications:
• A medical degree from an accredited medical school in the US
• Education and experience in the care and treatment of HIV/AIDS in a resource-limited setting
• Knowledge of PEPFAR
