Service Objectives:
The President’s Emergency Plan for AIDS Relief (PEPFAR)/Namibia HIV Monitoring and Evaluation Technical Advisor provides high-quality technical assistance to the United States Government (USG) PEPFAR country team, the Ministry of Health and Social Services (MoHSS), technical workgroups, implementing partners, and Government of Namibia counterparts to ensure that the portfolio of program activities contributes to the national HIV/AIDS strategic goals and targets. The Senior Technical Advisor for Monitoring and Evaluation is responsible for the performance monitoring and evaluation activities in Namibia.
Task Requirements:
The Senior Technical Advisor for Monitoring and Evaluation works in partnership with Ministry of Health and Social Services (MoHSS), Directorate of Special Programmes (DSP), CDC Namibia, National AIDS Council, and other HIV/AIDS partners in the following endeavors:
Leadership and Technical Assistance
- Provides technical support on M&E issues at technical, policy and strategic planning meetings, including meetings with collaborators and donors.
- Provides expert technical assistance for program monitoring activities that focus on priority issues.
- Collaborates with the MOHSS to ensure that national-level data are available and reliable
- Collaborates with an inter-agency basis to ensure that USG results contribute to an accurate picture of the situation on the ground, that double-counting is avoided, and that results are likely attributable to PEPFAR program interventions.
- Provides information to personnel of other USG agencies on M&E concepts, processes, design, training, and practices
- Manages all large-scale evaluations
- Responsible for writing the M&E section of the agency’s annual submission for funding.
- Prepares and occasionally presents briefings for Executive delegations, industry leaders and other high-level visitors; participates in making arrangements for visits and serves as spokesperson as required.
- Recommend revisions to the M&E policies and guidelines (as needed).
- Fosters collaborative working relationships with the United Nations organizations such as UNICEF, WHO, UNFPA, UNAIDS and other international organizations working in Namibia.
Strategic Planning, Program Management, and Evaluation
- Coordinates the design and ensure appropriate, high quality implementation and strengthening of monitoring systems and evaluation projects as defined in the Country Operational Plan (COP) and CDC program activities.
- Develops innovative monitoring and data quality assessment tools, where needed and appropriate.
- Works with various entities to ensure activity work plans and monitoring plans include relevant and effective performance measures.
- Ensures that data are properly collected, and that each indicator is an appropriate measure.
- Conducts regular consultations and specialized training to improve (1) partners’ understanding of the performance monitoring system and their role in the process; (2) their understanding of specific measurement techniques appropriate for their programs; and (3) their ability to prepare technical reports describing the results of their M&E efforts.
- Designs the overall evaluation plan in accordance with the strategic objectives outlined by the larger Strategic Information (SI) program.
- Assists technical sections and partners with planning, designing, and implementing their respective evaluation plans.
- Maintains files and records in the M&E data collection specific to the activities/programs for which incumbent is responsible.
- Ensures integrity, confidentiality, and security of data, especially if data contains private health information.
- Maintains other program files, including reports, meeting summaries and minutes, copies of grants/cooperative agreements/contracts, research determinations, panels, and awards.
Staffing and Training
- Advises and develops training on the process of defining measurable indicators and targets for the desired program results addressed by cooperating partners.
- Coordinates with other USG agencies and implementing partners to develop, oversee preparation of, and disseminate the results of evaluations of public health services, including demographic and health surveys, number receiving treatment, AIDS indicator surveys, behavior change surveillance, etc.
Scientific Research
- Coordinates with other USG agencies and implementing partners to develop, oversee preparation of, and disseminate the results of evaluations of public health services, including demographic and health surveys, number receiving treatment, AIDS indicator surveys, behavior change surveillance, etc.
- Takes the lead on additional research-related tasks, such as study coordination and data analysis and interpretation, as assigned.
Coordination with Internal and External Partners
- Participates in inter-agency strategic planning and administrative meetings for purposes of discussing and developing evaluation targets for furthering the program.
- Participates in intra- and inter-branch and agency working groups and projects, frequently taking the project lead role.
- Participate on in-country committees that seek to assess M&E issues at the local level and communicate these issues to the national level.
- Assists the Ministry of Health (MOHSS) in preparing and disseminating white papers, presentations and peer-reviewed journal articles as well as writing national policy documents.
- Prepares verbal briefings, presentations and written reports for agency leadership and staff as well as other interested parties on the progress of Namibia’s USG-funded M&E program activities.
Deliverables:
• Monthly progress reports - Due by the end of the month
• Input to Country Operational Plan - Due October 15, 2012
• Develop and conduct semi-annual training sessions for laboratory services and technologies. - Due semi annually
• Quarterly Activity Report - Due 10 days following the end of the quarter
• Final report
Minimum Qualifications and/or Certifications:
• Masters Degree in Public Health, Epidemiology or Statistics
• 5-7 years of international experience with progressive responsibility in Monitoring and Evaluation
• Demonstrated experience in Monitoring and Evaluation, Surveillance, Surveys and Operational Research
• Experience in Cooperative Agreement Management
• Experience with PEPFAR programs
• Willingness and ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
