Summary
Save the Children's humanitarian mission includes providing leadership and support to emergency responses across the globe. We are seeking a part-time Emergency Response Field Manager for a one year pilot program to increase our emergency response capacity. S/he will be deployed at least 50% of the time in either emergency or non-emergency roles.
When deployed in an emergency, s/he will lead and manage Save the Children's emergency response in a designated field office geographical area. The Emergency Field Manager is responsible for identifying operational needs and resources and elaborating operational recommendations for the emergency response in line with Save the Children's national and global priorities. S/he is also responsible for the day to day management of staff, resources and programs in the field office and geographic area of response. Responsibilities • Assume the overall management of all program development and implementation of activities • Recruit, lead, manage, and motivate the emergency field team, ensuring the understanding of the objectives and providing meaningful feedback on their performance • Ensure the safety and security of field office staff • Represent Save the Children to local authorities, donors, other members of the humanitarian community, media and public • Support the development of funding proposals to ensure the program is fully funded; Comply with donor reporting requirements • Monitor the implementation of various projects in close collaboration with technical staff and continuous review of all existing projects in order to determine future strategies • Oversee assessment and ensure the creation of an integrated multi-sectoral program approach • Produce high quality, analytical reports on program activities • Monitor the implementation of grant budgets, keeping the Deputy Response Team Leader informed and ensuring any corrective actions are taken. Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state. • Ensure that Save the Children's commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Project Humanitarian Charter and Minimum Standards, the NGO Code of Conduct, and other relevant tools • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies. Essential Requirements • At least 2 years significant international experience in managing relief and development programs with an international NGO and/or UN agency • Experience in project/program implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards as well as understanding of beneficiary accountability • Proven "first phase" emergency response • Substantial people and program management experience with good interpersonal skills and the ability to communicate clearly and effectively at all levels • Solid experience in grant management, including budget holding and donor reporting • Ability to produce successful project proposals and high quality reports • Representational, political awareness, and advocacy skills • Experience working in an insecure environment • Substantial understanding of safety and security management issues • Ability to work with limited supervision • Fluency in written and spoken English and computer literate • Commitment to and understanding of Save the Children’s aims, values and principles.
