Save the Children's humanitarian mission includes providing leadership and support to emergency responses across the globe. We are seeking a part-time Emergency Advisor, Food Security & Livelihoods for a one year pilot program to increase our emergency response capacity. S/he will be deployed at least 50% of the time in either emergency or non-emergency roles.
When deployed in an emergency, s/he will lead or support food security and livelihoods assessments, especially rapid assessments and situation analysis based on interagency frameworks. S/he will design and seek funding for appropriate emergency food security and livelihoods interventions based on assessed needs. S/he will work with key staff in other sectors to ensure synergies in programming and maximize the impact of programming. S/he will include in program design appropriate means of reaching and positioning the most vulnerable children and families for recovery through such interventions. S/he will carry out day-to-day management and monitoring of livelihoods interventions, including recruitment, staff management and capacity-building, development of work plans, grant management and reporting. S/he will carry out relevant advocacy, coordination and external representation activities with other NGOs, UN agencies, donors and national governments, including active engagement in the UN cluster system. S/he will support evaluations of food security and livelihoods programming responses where appropriate. S/he will train key national staff in specific livelihoods competencies. Responsibilities • Undertake and complete, as necessary, field missions to initiate or support Save the Children's food security and livelihoods work in emergency, post emergency contexts and emergency recovery. • Promote and monitor the quality of livelihoods programs to which support is given and suggest effective improvements. • Complete rapid emergency assessments/situation analysis as required, and develop a food security and livelihoods strategy for short term/emergency intervention within the framework of overall long-term program goals, positioning affected families and communities for rapid recovery. • Identify the most appropriate programming interventions for meeting the immediate needs of food insecure populations based on assessment findings, particularly as they mitigate impact of future shocks and to stabilize/support children's well being. • Work with other sector staff to promote and enforce integrated programming across sectors in order to maximize the impact of response and recovery programming. • Lead the development and submission of good quality funding proposals • Identify appropriate early recovery interventions in line with best practices to assist communities to restore livelihoods in rapid onset emergencies, or to prevent and mitigate the effects of livelihoods collapse in slow-onset or chronic emergencies • In safety net program, ensure that programs and partners plan adequate assistance in compliance with Sphere and other minimum standards • Prepare timely program and donor reports • Ensure that programs are developed in cooperation with affected communities • Prepare and oversee the implementation process to ensure timely delivery of program activities • Develop clear staff structure, recruit staff, consultants & technical experts according to program needs, and identify capacity building requirements • Identify learning and training opportunities for Save the Children staff and partners • Facilitate communication, exchange of ideas, information and reporting to enhance the efficiency and impact of protection programs • Keep abreast of developments in good practice and policy issues regarding food security and livelihoods programming in emergencies • Ensure that established inter-agency standards and guidelines in livelihoods programming are implemented and followed in all field programs • Initiate and develop good diplomatic working relations with local and national government authorities, the ICRC, UN agencies and partner NGOs and INGOs • Facilitate coordination with and between key stakeholders in the livelihoods sector, such as other NGOs, UN/WFP, national government and private enterprise. • Represent Save the Children as necessary alone or in association with the technical program manager where required • Promote and play an active role in inter-agency coordination, including the UN cluster system • Ensure regular communication and coordination with other sector staff to build and strengthen opportunities for integration of response and recovery activities. • Uphold personal and professional standards of humanitarian work and behavior, such as those set out in Save the Children's own policies and in the Sphere Charter and Code of Conduct' • Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.. Essential Requirements • At least 3 - 5 years experience in managing food security and livelihoods programs in emergencies, including the use of in kind food transfers, cash transfers and livestock interventions • Experience writing and carrying out food security and livelihoods assessments and designing innovative and suitable interventions • Experience deploying in rapid onset emergencies with a sound knowledge of the UN cluster system • Ability to work both in an advisory and a hands on implementation capacity • Understanding of the relationships between food security, livelihoods and nutrition and other sectors within Save the Children • Experience of and commitment to working through systems of community participation • Demonstrated monitoring and evaluation skills • Proven capacity to supervise, train and coach staff • Experience in budget development and management • Ability to represent Save the Children in our food security and livelihoods work in external meetings • Experience preparing successful funding proposals for donors, specifically US government and European donors • Ability to write clear and well-argued assessment and project reports • Excellent communication skills in English • Strong influencing skills and experience in advocacy • Politically and culturally sensitive with qualities of patience, tact and diplomacy • Computer literate • Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. Desirable • Master's degree in a relevant discipline such as economics, nutrition, rural development, anthropology, geography or agronomy. • Language skills in French, Spanish or Arabic • Experience in household economy analysis • Experience or knowledge of working and living in relevant regions/contexts • Familiarity with nutrition surveys
