Save the Children's humanitarian mission includes providing leadership and support to emergency responses across the globe. We are seeking a part-time Emergency Human Resources Manager for a one year pilot program to increase our emergency response capacity. S/he will be deployed at least 50% of the time in either emergency or non-emergency roles.
When deployed in an emergency, s/he will be responsible for all aspects of human resources in the emergency program.
Responsibilities • Rapidly analyze the HR support needs of an emergency program and look for immediate and sustainable solutions (e.g. drawing on regional resources, other in-country staff, the Global Roster, hiring good HR staff, building existing capacity). • Ensure that emergency programs immediately put in place effective measures to cater for the welfare and safety of all deployed staff (including medical, insurance, security and stress considerations). • Work with program management and local HR (if applicable) in emergency programs to define/review organization structure, job profiles, pay/grading structures. Liaise with other key stakeholders as appropriate. • Develop and manage practical HR information systems for emergency programs. • Ensure that all staff involved in the emergency response are properly briefed upon arrival and debriefed, including handover, when ending assignment. • Provide full operational HR support to country programs to ensure that they are able to quickly recruit good quality national and international staff with appropriate skills for humanitarian work; deal efficiently with administration associated with appointment and deployment (i.e. pre appointment reference/child protection and health checks, contractual and payroll documentation, internal deployment/secondment agreements etc.); deal effectively with induction, disciplinary and grievance matters. • Put in place systems and processes for effective and responsive performance management. • In a rapidly changing emergency context ensure that HR roles and responsibilities are clearly allocated and action plans/agreements drawn up where appropriate. • Make use of all available checklists and guidelines and ensure that Save the Children good practice is put in place in emergency programs (especially through recruitment/induction and in staff management/R&R). • While deployed in a field operation, liaise with HR managers from other humanitarian agencies to share information/learning and capitalize on relevant opportunities for staff training. • Monitor and review the impact and effectiveness of all HR management interventions and make practical recommendations. • Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, security, code of conduct, equal opportunities and other relevant policies. Requirements • Proven operational HR track record. At least 5 years experience providing a generalist HR service to managers across a full range of HR issues. • Excellent skills in handling and advising on complex people management issues. • Experience and well developed skills in recruitment, selection, appointment, contracting and payroll. • Good attention to detail; good data management skills and experience setting up and using simple HR information systems. • Commitment to and skills in capacity building – together with the ability to assess and coach others. • Good facilitation skills and ability to deliver induction briefing/training. • Experience of a range of assessment techniques. • Excellent interpersonal skills, the ability to communicate clearly and effectively at all levels, and to maintain this under pressure. • Experience in conflict resolution. • Cultural awareness and ability to build relationships quickly with a wide variety of people. • Patient, adaptable, flexible, able to improvise and remain responsive under pressure. • Preparedness to live and work in uncertain security environments. • Experience working in conflict or emergency-affected areas (or other situations where insecurity and corruption can be big issues). • Understanding of the specific needs of humanitarian staff; understanding of how approaches to welfare, stress, R&R, debriefing can assist – typically gained through recruiting or managing humanitarian staff. • Ability to work with limited supervision from line manager. • Fluency in written and spoken English and computer literate. • Commitment to and understanding of Save the Children’s aims, values and principles. • A human resource management/development qualification from a credible institution desirable. • Ability to speak other international languages and prominent language in country of response desirable.
