The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.
JOB DESCRIPTION Post: Programme Manager – Private Sector Malaria Case Management Country: Angola Location: Based in Huambo Province with travel to provinces when required Reporting to: MENTOR Angola Country Director Start Date: 01/10/2011 – 30/09/2012 Duration: One year, Renewable. Fee Structure: 3500 – 4000 USD / month; In country living allowance 17 USD / day ; comprehensive insurance; shared accommodation and an annual flight included. Attendance at malaria in humanitarian Crises 5 day training.
The Programme Manager will be responsible for guiding high a quality programme on clinical training programme, operational research, and supply chain management in the private sector pharmacies in Huambo Province. The role requires strong programme management and effective administration.
Detailed tasks: 1. Coordinate and collaborate with the provincial private sector, Ministry of Health and local partners in the provision of technical and operational support to private sector realtors in the distribution of ACTs (Artemether-Lumefantrine/AL) and the introduction of Rapid Diagnostic Tests (RDTs) in an effort to reduce malaria related mortality in accordance with national protocol.
In collaboration with the private sector and MoH, establish and oversee a network of approved private sector outlets for the distribution of AL to patients with suspected malaria in all municipalities of Huambo province.
In collaboration with the private sector and MoH, develop a distribution plan and supervise the distribution of AL and RDTs to select private sector realtors.
Oversee the dissemination of standardized materials to private sector partners for use in malaria control (treatment protocols, drug management protocols, etc.).
With MENTOR team members, the MoH and representatives of the private sector, introduce and scale-up the monitored use of AL, standardized protocols and best practice in surveillance, prevention and case management. More specifically: • Pharmaceutical management of ACTs • Use of AL • Use of RDTs for malaria diagnosis • Prescription of AL to patients presenting with clinical symptoms • Referral of cases presenting with severe febrile illness
Organize and oversee trainings on the above activities for health staff of private pharmacies.
Supervise the organization and implementation of marketing and information, education and communication (IEC) and behaviour change communication (BCC) activities to raise awareness and understanding of malaria-related issues in collaboration with local NGO and other local partners.
Develop research protocols for the monitoring of programme processes and outcomes to be passed through ethics. Ensure the protocol is implemented appropriately, analysis complete and manuscripts drafted for publication, with the support of the HQ Programme managers.
Ensure effective management of the field office in Huambo with responsibility for local administrative, financial and logistical issues pertaining to the project.
Where appropriate, support the other MENTOR Initiative teams to ensure short term, specific technical inputs (in relation to your skills base) in other provincial programmes.
Support other MENTOR activities as mutually agreed with the Country Director.
REQUIREMENTS 1) Pharmacist, public health specialist, epidemiologist, or Medical Doctor or Nurse with an MPH 2) Public Health/Program Management experience, preferably in developing world context 3) Portuguese speaking 4) Strong people skills 5) Flexible and motivated 6) Extensive training/coaching experience 7) Reporting skills 8) Operational research skills (use of statistical software – STATA or SPSS etc.)
