Organizational Context: The GBV Coordinator, Mbarara, works under the supervision of the Field Support and Senior Gender Based Violence Coordinator based in Kampala. She/he coordinates UNFPA’s programme and technical support and operations in the south-western sub-region of Uganda and supports UNFPA’s 7th Country Programme Cycle in focal districts in the region in close collaboration with the Country Office Reproductive Health (RH), gender and population teams. The Coordinator is directly responsible for spearheading advocacy, technical support and coordination of GBV programming with local government, NGO and civil society partners; representation of UNFPA in the sub-region; management of the sub-office; coordination with decentralized offices of other UN agencies in the south and west of Uganda, and direct supervision of the sub-office team in Mbarara.
Main Tasks and Responsibilities: - Technical Leadership • Coordinate UNFPA activities to advocate for and support GBV, RH and population activities in the south-west of Uganda. • Support sub-regional implementation and coordination of UNFPA-led programmes ensuring that lessons learned from previous implementation are applied and documentation of lessons and best practices continue. • Provide oversight to the UNFPA sub-office team and ensure strict internal controls on all matters relating to programme, administration, security and operations, ensuring that the team actively identifies opportunities, provides relevant integrated technical and programme assistance to advance the ICPD agenda, especially as it relates to GBV, RH and population in the sub-region. • Assist in supporting, developing and strengthening GBV, RH and population coordination mechanisms at district and regional levels that include a broad partnership of district, NGOs and elected local leaders. • Establish and maintain a broad partnership in the sub-region to advance the ICPD agenda, using GBV as an entry point for wider dialogue on rights as these concern gender, reproductive health and population. • Support development and implementation of GBV Standard Operating Procedures and related policies and practices in key areas of the region. • Identify capacity gaps and provide technical support to regional partners in training on gender/ GBV, seeking opportunities for capacity building of duty bearers, including service providers and NGO’s CBOs. • Coordinate relevant capacity development for multi-sectoral prevention and response actors to build local capacity to prevent and respond to GBV in line with agreed standards of practice. • Provide technical support to the development of relevant advocacy and policy documents to address GBV, RH and broader gender issues at the regional level. • Consolidate regional and area assessments on GBV and on particular vulnerable groups, and/or engage the populations in conducting relevant participatory analyses, rapid needs assessments, etc. of GBV. • Provide regular situational updates and trend analyses to senior management to enable policy dialogue and advocacy at national level. • Participate in relevant humanitarian planning and programming, as necessary, including needs assessments, contingency planning, UN “Flash” and other emergency appeal mechanism and recovery processes and documents.
Partnerships and Coordination • Facilitate inter-agency, multi-sectoral GBV working groups & liaise with the protection umbrella (coordination groups) at regional and district level, including support to other agencies in GBV management and response in camp settings at the west border. • Pro-actively identify new partnership opportunities & ways to involve grass root organisations in GBV coordination. • Actively promote and support delivering as one initiatives and the UN Area Coordination efforts in the region. • Represent UNFPA towards coordination mechanisms at various levels and to donor missions, assessments, evaluation & official events to the south west of Uganda.
Monitoring and Evaluation • Support partners to adopt and collect information using the Gender Based Violence Information Management System (GBV Integrated Management System); identify opportunities for institutional building to use aggregated data to strengthen programming. • Organize and support regular inter-agency monitoring among local district, NGO/CBO partners, and service providers. • Collect and compile program activity information, evaluating progress toward achievement of program outcomes of the 7th CP in coordination with the Country Office • Support the Country Office in monitoring the accountabilities of the IP’s in relation to quality delivery towards results.
Administrative and Miscellaneous Duties • Ensure full awareness and adherence to all organizational policies (travel, vehicle, procurement, human resources, security, etc). • Represent UNFPA in the Area Security Management Team and ensure that all staff is aware of security trends in the region and comply with the security regulations according to the security level in the region • Liaise with Operations Manager and Focal Point field office to strengthen Country Office support to field based offices and staff. • Provide administrative oversight including: development of travel plans, authorized travel and petty cash expenditure, review of monthly attendance and leave records, among others. • Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice. • Support supervisees to develop Performance Appraisal and Development plans and provide regular feedback and facilitate professional development of staff and ensure their safety and well-being.

QUALIFICATIONS AND EXPERIENCE: • Advanced university degree in social work or other social sciences, public health, community health, gender and development or related field • At least five years of increasingly responsible professional experience in the field of gender, development and population activities • Prior training in gender issues and their application in international humanitarian or development settings • Practical experience in GBV programme development and management and technical knowledge and experience in GBV prevention and response using a survivor-centered approach highly desirable • Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings. • Knowledge of humanitarian reform, emergency operations and roles/responsibilities of humanitarian actors • Knowledge, skill, and experience in participatory methods for community development and mobilization. • Fluency in English
