ORGANIZATIONAL SETTING:
The GBV Coordinator, Moroto, works under the supervision of the Senior Gender Based Violence Coordinator based in Kampala. She/he will oversee UNFPA’s multi-sectoral GBV prevention, response and coordination efforts in the Karamoja Region as well as support implementation of UNFPA’s initiatives during the 7th country programme cycle in the 3 focal districts; Kaabong, Kotido & Moroto. The regional GBV coordinator will take a lead role in assisting UNFPA to strengthen and coordinate its presence in Karamoja for the scaling up interventions in UNFPA’s thematic programme areas by linking GBV towards RH, gender and Population & Development; representation of UNFPA on the UN Karamoja Team; management of the sub-office; and direct supervision of Moroto office staff
DUTIES AND RESPONSIBILITIES:
Technical Leadership • Coordinate UNFPA activities to advocate for and support GBV, RH and population activities in Karamoja region and promote and facilitate the inclusion into resource mobilization frameworks and relevant national and regional policy and programming priorities. • Identify capacity gaps and provide technical support to partners and duty bearers in training on gender/ GBV, including service providers and NGOs and CBOs. • Coordinate relevant training sessions for multi-sectoral prevention and response actors to build local capacity to prevent GBV and respond with adherence to the Guiding Principles. • Support the documentation of lessons learned & best practices and help ensure their application in programme development and utilization for resources mobilization. • Consolidate existing assessments on the GBV situation and/or engage the populations in conducting relevant participatory analyses, rapid needs assessments, etc. of GBV. • Provide technical support to the development of relevant advocacy and policy documents to address GBV and broader gender issues at the regional level. • Supervise UNFPA Moroto staff, ensure they proactively seek opportunities and provide relevant integrated technical assistance and programme support to advance the ICDP agenda. • Provide regular situational updates to management to feed into policy dialogue at national level. • Support in collaboration with communication team the development of contextual communication strategies. • Participate in relevant humanitarian and disaster risk reduction planning and programming, including contingency planning, UN “Flash” and other emergency appeal mechanisms.
Partnerships and Coordination • Facilitate & strengthen GBV coordination mechanisms in place at district and regional levels, linking these towards the broader protection agenda. • Support development and implement of GBV Standard Operating Procedures and related policies and practices in the 3 focal districts. • Contribute towards the inclusion of RH and gender/ GBV in the inter-agency and district health & nutrition coordination. • Identify capacity building needs of IPs to optimize their programme implementation towards the delivery of quality results in line with UNFPA’s 7th Country Programme cycle. • Look pro-actively for new partnership opportunities & ways to involve grass root organizations in gender, GBV/ RH coordination. • Actively promote and support UN Reform/delivering as one initiatives and the UN Area Coordination in the region to strengthen coordination, coherence and efficiency in the programmes. • Represent UNFPA to donor missions, assessments, evaluation in the region.
Monitoring and Evaluation • Support partners to adopt and collect information using the Gender Based Violence Information Management System (GBV Integrated Management System); identify opportunities to use aggregated data to strengthen programming. • Organize and support regular inter-agency monitoring among local district, NGO/CBO partners, and service providers. • Collect and compile program activity information, evaluating progress toward achievement of program outcomes. • Support the Country Office in monitoring the accountabilities of the IP’s in relation to quality delivery towards results.
Administrative and Miscellaneous Duties • Ensure awareness and adherence to all organizational policies (audit guidelines and recommendation, travel, vehicle, procurement, human resources, security, etc) and represent UNFPA in compound and area security coordination. • Liaise with the Operations Manager and the ‘Focal Point Field Office’ to strengthen Country Office support to field based offices and staff. • Provide administrative oversight including: development of travel plans, certification of TAs and petty cash expenditure, review of monthly attendance and leave records, among others. • Ensure organizational equipment and assets are maintained and used in accordance with UNFPA policies and business practice. • Support supervisees to develop Performance Appraisal and Development plans and provide regular feedback and facilitate professional development of staff and ensure their safety and well-being. • Follow up on areas identified by the CO at regional and district level as required.

Job Requirements: • Advanced university degree in social work or other social sciences, public health, community health, gender and development or related field. • Prior training in gender issues and their application in international humanitarian or development settings. • Five years of increasingly responsible professional experience in the field of gender, development and population activities, including designing and project appraisal. • Awareness and knowledge of gender issues and their relevance in humanitarian emergency and post-conflict recovery settings. • Awareness and knowledge of gender-based violence; prior training in gender. • Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings. • Knowledge of humanitarian reform, emergency operations and roles/responsibilities of humanitarian actors • Knowledge, skill, and experience in participatory methods for community development and mobilization. • Experience in program management and supervision of staff • Experience working in humanitarian emergency settings. • Fluency in English
