DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION Operational in Southern Sudan since 1994, American Refugee Committee (ARC) implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations.
ARC’s South Sudan Gender Based Violence (GBV) program aims to strengthen the quality and accessibility of services for survivors of GBV and reduce incidence of GBV through creative participatory community change activities. ARC is currently implementing GBV prevention and response programming in 8 program sites throughout South Sudan, as well as leading national coordination and advocacy efforts.
PRIMARY PURPOSE OF THE POSITION The GBV Program Coordinator will assume direct responsibility for the management and coordination of ARC’s multi-site GBV program in South Sudan. The GBV Program Coordinator is responsible for providing technical support to all aspects of GBV programming in South Sudan, with an emphasis on leading advocacy and coordination activities at the national level.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Technical Support to GBV Program Management • Provide ongoing oversight, leadership, training, and guidance to GBV RH BCC and GBV Program Officers to ensure programming meets high quality and best practice standards and prioritizes the safety and security of beneficiaries and staff. • Support GBV Program Team to develop a technically sound program work plans and activities consistent with the goals and objectives of the program. • Ensure timely and high quality implementation of the work plan, in coordination with Field Coordinators and filed teams. • Provide ongoing technical support and mentorship for each GBV Program Officer. • Lead twice yearly partnership workshops for ARC’s GBV team and CBO partners to build skills and team work between project sites. • Provide technical feedback on monthly narrative reports from GBV Program Officers ensuring that established targets are being met. • Write quarterly and annual narrative donor reports and promote a positive profile of the program in interactions with donors. • Provide technical support to ARC’s Senior Management Team to ensure quality, sustainable program development.
Coordination & Advocacy • Strengthen coordination among the prevention and response aspects of ARCs GBV program, ensuring that there is a comprehensive ARC GBV program. • Lead national coordination efforts including fulfilling the role of NGO lead for the GBV subcluster/working group of South Sudan. • Ensure advocacy issues identified in ARC led State and County GBV working groups Lead development of national strategies, tools and guidelines. • Build partnerships with the Republic of South Sudan’s Ministries of Gender, Social Welfare, Child Welfare, Health and Justice to ensure the prioritization of GBV in national policies, laws and guidelines. • Strengthen the operationalization of National and State GBV Standard Operating Procedures by engaging relevant stakeholders in ARC’s Leadership Development Program and roll out of GBV SOPs. • Engage key stakeholders in the finalization and roll out of national CMR guidelines. • Improve ARC’s implementation of the GBV Information Management System in all sites; compile monthly data and submit to UNFPA focal point in a timely manner. • Represent ARC’s GBV program at relevant national clusters.
Grants and Human Resource Management • Ensure that program funds are utilized according to plans, approved budgets and ARC and donor standards of accountability and compliance. • Strictly adhere to ARC procurement and security policies. • Support GBV Program Officers to utilize financial planning tools such as spending plans, procurement plans, work plans based on activities and budgets. • Participate in the recruitment and mentorship of GBV Program Officers and other staff. • Provide leadership and support to ensure staff well-being, i.e., monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma, etc. • Provide objective feedback to staff performance evaluations as per staff job descriptions regarding performance, expectations and areas for growth and professional development.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • Masters Degree in Social Work, International Human Rights, Law or other related field.
• Minimum 5 years international experience implementing GBV prevention and response programs in emergency and post conflict environments. • Strong knowledge of GBV best practice tools including IASC GBV Guidelines, GBV IMS, GBV SOPs, GBV Coordinators Handbook, etc. • Strong grant and staff management in post conflict/transitional settings. • Experience in participatory methods for community education and mobilization. • Excellent facilitation, training and research skills. • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect. • Good communication skills, with good spoken and written English. • Excellent report writing, research documentation and presentation skills. • Demonstrated experience of monitoring and evaluating projects.
KEY BEHAVIORS & ABILITIES • Ability to live and productively work in insecure, unstable and/or harsh environments. • Ability to work remotely in coordinating GBV activities in multiple sites • Must be able to work independently while being a strong team player with proven supervisory skills. • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity. • Familiar with the issues and cultures in South Sudan; and ability to interact with people at all levels, individually and/or in groups. • Willingness to live in shared accommodation. • Willingness to travel 40% of the time to field sites.
