Duties & Responsibilities
Under the supervision of the Field Witness Officer:
Will maintains all payments and allowances of witnesses in the programme of the VWU.
Assists in the administration of budget expenditures, petty cash, the preparation of detailed cost estimates and
budget analysis of all administrative aspects of the Unit.
Maintains continuous communication with and provides assistance to the Support,
Operations/Protection Assistants regarding financial matters.
Maintains monthly cash requests for beneficiaries and closes on a monthly basis all expenses in the DRC.
Improve VWU accounts control system for monitoring allocated funds, obligations, disbursements and
reconciliation for all non staff costs;
Assists in the administration of the medical expenses and staff reconciliation of cash advances;
For operational purposes, maintains and updates the mission plan spreadsheets as well as attendance records based on reports from the Field Witness Officer;
Provides HQ with monthly reports in relation to attendance records and leave plans of all VWU staff in the DRC;
Maintains an accurate tracking system of staff movement during missions; processes necessary clearances in support of field deployment;
Manages the inventory of the office field stationary; keep an accurate track and ensure timely request for replenishment;
Ensures the smooth and constant flow of information between the Field and the HQ; as well as other divisions / sections within the Registry and other organs of the Court;
Assists the Field Witness Officer in logistical arrangements;
Drafts correspondence on general administrative or specialized tasks that may be of a confidential nature within assigned area of responsibility and prepares minutes of meetings on behalf of the local unit;
Arranges and processes staff official travel; examines travel claims, provides travel information and performs operations relating to the issue of renewal and cancellation of travel documents for field the Victims and Witness Unit and coordinates local transport for the movements of beneficiaries;
Performs other administrative duties as required;
Acts as focal point for administrative and financial inquiries about the Unit;
Essential Qualifications
Completion of higher secondary education;
Six years of progressively responsible work preferably within an international environment;
Prior experience in an operational environment would be a strong asset;
Excellent IT skills, including ability to work with databases and spreadsheets;
Initiative, flexibility and ability to work independently with minimal supervision;
Demonstrated organizational skills and the ability to handle multiple tasks in a fast paced environment;
Familiarity with vulnerable persons would be a strong asset;
Ability to work in a non-discriminatory manner with respect for diversity;
Ability to keep strict standards of confidentiality and security;
Professional integrity;
KNOWLEDGE OF LANGUAGES
Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable (Swahili and/or Lingala) is a strong asset. Knowledge of another official language of the Court would be considered an asset. (Arabic, Chinese, Russian, Spanish).
