The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.
Post: Malaria Laboratory Specialist Country: Angola Locations: Mbanza Congo (Zaire Province, Angola) for 6 months; Huambo (Huambo province, Angola) and other project implementing provinces for 6 months Reporting to: Program Coordinator – Public Sector Malaria Case Management Start date: 01/11/2011 – 31/10/2012 Duration: One year Fee Structure: 3500 – 4000 USD / month; In country living allowance 17 USD / day ; comprehensive insurance; shared accommodation and an annual flight included. Attendance at malaria in humanitarian Crises 5 day training. The MENTOR Initiative Angola is strengthening the Ministry of Health Laboratory section in Zaire and Huambo provinces, Angola as a part of its long term malaria control programme in the region. The consultant will:
Collaborate with MoH, in particular the “Direcção Provincial de Saúde” (DPS), to assess the laboratory facilities and to identify priorities in order make recommendations to meet acceptable malaria control standards.
Collaborate with MoH and the DPS in organizing training courses for technicians working in laboratories of on Malaria laboratory analysis.
Establish a regular supervision and an on-the-job technical coaching strategy to integrate and reinforce MoH supervision and monitoring visits to laboratories Providing On-Site coaching.
Design and implement Quality Assurance measures in all supported laboratories and collaborate with the DPS in the improvement of the national Quality Assurance program.
Liaise with the Ministry of Health central laboratory for monitoring and evaluation and certification of training and relevant materials.
Ensure standardized recording and reporting of suspected malaria cases.
Assist in designing and leading appropriate operational research where needed, including malariometric surveys and other related areas in agreement with MoH and MENTOR HQ.
Assist the programme team as needed to implement technical training workshops in order to reinforce MoH/NGO health personnel technical skills for malaria diagnosis and treatment.
Produce timely reporting for all related activities and contribute as needed to all donor reports and other reports and proposals.
REQUIREMENTS 1. -Good working knowledge in Portuguese and English is required 2. Trained medical technologist with minimum 3 years laboratory experience 3. Extensive experience of performing laboratory analysis with emphasis on Malaria and other tropical diseases 4. Strong experience with malaria microscopy and laboratory analysis. 5. Proven ability to training health personnel through one-on-one coaching or mentoring in microscopy and laboratory related functions 6. Experience in training health personnel especially, public health laboratory technicians with minimum laboratory experience, knowledge and skills. 7. Experience of developing and maintaining relationships with government and program partners and colleagues from different background and cultures. 8. Flexible approach to managing and prioritising a workload and multiple tasks in a fast pace environment with tight deadlines 9. Physically fit and mentally willing to live and work for days/weeks in municipalities with limited facilities and challenging environment 10. Experience of proactively identifying and addressing issues 11. Proven report writing experience 12. Strong communication skills
