INTRODUCTION:
The Government of the United Republic of Tanzania (hereinafter called "Borrower") has received financing from the International Development Association (IDA) (the "Bank") in the form of a credit" (hereinafter called "credit") toward the Cost of Tanzania Intermodal and Rail Development Project (TIRP). The Reli Assets Holding Company Limited (RAHCO) an implementing agency intends to apply a portion of the proceeds of this credit to eligible payments under the contract for a Social Development Officer for RAHCO.

Managing Director of RAHCO now invites qualified candidates to fill the position of a
Social Development Officer
to support implementation of projects. The Candidate should be a Tanzanian, results oriented performance and of high ethical standards.
POSITION
To work in the Technical Services Directorate primarily in the implementation of TIRP. The incumbent will be responsible for the management of social issues for the entire railway domain throughout the railway network, plus other duties as may be assigned by the employer,

TERMS OF ENGAGEMENT: 2 year contract, renewable

KEY QUALIFICATIONS AND EXPERIENCE
i. A minimum of four (4) years of relevant operational experience in social development with a focus on the management of land acquisition and its resettlement and compensation measures, as well as other social risks related to health and safety during construction and livelihood restoration, community participation issues, etc.;
ii. Proven working experience with at least one Donor Funded Infrastructure Project or another development finance institution;
iii. Bachelor of Arts (B.A) or Bachelor of Sciences (B.Sc.) in Social Sciences including Sociology, Developmental Studies, etc., or another related discipline, A Post Graduate Diploma is an added advantage;
iv. Proven capacity to engage on social issues both at the national policy and at community levels;
v. Knowledge and experience with the World Bank Operational Manual OP 4.12 Involuntary Resettlement or WC standards 4 and 5 on Community Health, Safety and Security; and Land Acquisition and Involuntary Resettlement respectively is highly desirable.
vi. Experience with the preparation of Social Impact Assessments and Resettlement Action Plan is highly desirable;
vii. Computer literacy;
viii. Analytical skills, creativity, interpersonal skills, fluent in both spoken and written English and Swahili as well as good in report writing skills;
ix. High sense of integrity, honesty, morality, impartiality and loyalty.

KEY DUTIES AND RESPONSIBILITIES
i. Monitor and report on the implementation of the social part of the ESIA and RPF, and their associated EIAs, EMPs and RAPs.
ii. Ensure that environmental and social considerations outlined in ESIA and RPF as well as their site specific plans are well integrated into all project operations.
iii. Conduct site visits to locations identified for proposed works in order to assess how environmental and social issues are being addressed and specific mitigation measures to alleviate or minimize impacts.
iv. Collaborate with project staff and consultants and World Bank staff throughout project implementation and ensure coordination and smooth implementation of both the ESIA and RPF.
v. Prepare regular project progress reports especially on RAP implementation as well as semi-annual report on the status of environmental and social aspects of all sub-project investments under implementation.
vi. Compliance with Tanzania legislation and World Bank Group safeguards policies .
vii. To coordinate all ESIA issues on all projects that are in compliance with NEMC Tanzania.
viii. Of her duties relevant to socio issues as may be instructed by supervisors.
