Position Summary
Director of Maritime Safety and Security ensures compliance with requirements of International Maritime Organisation (IMO) including its conventions such as MARPOL, SOLAS and STCW. He/she is also the Registrar of Ships in accordance with SUMATRA Act, CAP 413 (as amended).

1.2 Main Duties and Responsibilities
Director of Maritime Safety and Security reports to the Director General reports to the Director General with the following main duties and responsibilities:
i) To assist and advise the Director General on maritime safety and security issues;
ii) To approve ship drawings and plans for new build or conversions and supervise the conduct and the initial survey and tonnage measurement of ships;
iii) To register ships and maintain a Register of Tanzanian Ships registered under the Merchant and Shipping Act, 2003;
iv) To enforce implementation of the set maritime safety and security regulations and standards;
v) To promote accident prevention and supervise carrying out of marine accident investigations and violation of regulations; and oversee timely removal of wrecks;
vi) To coordinate national search and rescue (SAR) issues and protection of marine environment from pollution by ships;
vii) To enforce the carrying out of annual, intermediate and periodical surveys for Tanzanian ships; and issue the applicable safety certificates;
viii) To approve shipboard and training equipment; and oversee the training and certification of seafarers and initiate researches in the maritime field;
ix) To ensure the safety of navigation in Tanzanian waters and oversee the security of Tanzania ships and ports facilities;
x) To manage and contribute to the strategic, business planning and budgeting process of the Authority;
xi) To manage the individual set objectives/targets and performance standards as part of the individual performance agreement in consultation with the Supervisor;
xii) To manage the open performance review and appraisal process of subordinates and provide feedback as appropriate; and
xiii) To perform any other duties as may be assigned by the Director General.

1.3 Minimum Qualifications and Requirements:
- University Postgraduate Degree in Nautical Science, Maritime safety, Marine Engineering, Naval Architecture, Maritime Law and Policy, Maritime Transportation, Marine Environmental Management or its equivalent from a recognized institution;
- Master or Chief Engineer Officer (STCW Reg. II/2 or III/2) with seagoing service;
- Bachelor Degree in Marine Engineering, Naval Architecture, Maritime Transport, or its equivalent from a recognized institution; and
- At least ten (10) years of working experience, five (5) years of which must be at senior managerial position in a reputable institution (preferable a maritime institution).
TERMS OF EMPLOYMENT
Successful candidate for the position of Director will be employed on 6-Years Contract, as provided in SUMATRA Act, including six (6) months of probation. The contract is renewable, subject to the employee’s satisfactory performance.
