Context • Excellent communication, written and analytical skills (Spanish and/or French language skills an asset) • Excellent relationship development and management skills with a variety of stakeholders • Ability to multi-task and manage multiple relationships and projects simultaneously • Demonstrated ability to facilitate groups towards consensus and co-operatoin • Graduate Bachelor’s degree in engineering or other technical degree • Minimum of 8 years of experience working in the mobile telecom industry • Broad operations awareness of mobile networks and communication systems • Excellent knowledge of mobile and other infrastructure in emergency settings • Excellent understanding of mobile network architecture, network capacity and trouble shooting • Strong understanding of network resilience and restoration vis-à-vis the commercial environment and interests of mobile network operators • Strong field experience in network restoration in emergency scenarios • Good understanding of humanitarian response cycle and disaster risk reduction • Good knowledge of the effects of environmental hazards on mobile networks • Familiarity with regulatory environment around importation of telecom equipment • Excellent and enthusiastic team player and self-starter • Ability to work independently and travel internationally | ||
Criteria The GSMA is seeking an experienced technical consultant to work closely with the Disaster Response Programme team. The successful candidate will collaborate to deliver a broad technical strategy on network resilience and coordination for the mobile industry. Key responsibilities will include: • Develop relationships with technical teams responsible for disaster preparedness and response within Mobile Network Operators and work with to understand existing capabilities and future requirements • Work with the mobile industry to identify opportunity areas for cross-industry cooperation and knowledge sharing on technical issues (for example network sharing, cell broadcast, joint-assessments, resource sharing) on a regional basis and drive this agenda • Work with existing GSMA technical working groups to identify complementary areas and integrate related disaster preparedness and response agenda items into these • Develop and run network preparedness and resilience diagnostics with mobile operators • Research and develop technical resources on topical subject matters for programme stakeholders • Engage with other technical and standards bodies as required (ex ITU, ETSI, NetHope) • Create and maintain landscape map of operator preparedness measures globally • Design and facilitate knowledge sharing/transfer sessions between mobile operators, and between the mobile industry and other relevant stakeholders • Support Programme coordinator on the development of the coordination database, and work with technical PoC’s within the industry to identify the best means of operationalizing this on a country and regional basis • Stay abreast of developments related to mobile in disaster preparedness and response and consolidate and share with the wider Disaster Response Team • Manage vendor relationships and the vendor directory • Work to support other GSMA verticals as required • Support programme director in other activities as required Criteria for Selection The successful candidate will have • Excellent communication, written and analytical skills (Spanish and/or French language skills an asset) • Excellent relationship development and management skills with a variety of stakeholders • Ability to multi-task and manage multiple relationships and projects simultaneously • Demonstrated ability to facilitate groups towards consensus and co-operatoin • Graduate Bachelor’s degree in engineering or other technical degree • Significant experience working in the mobile telecom industry • Broad operations awareness of mobile networks and communication systems • Excellent knowledge of mobile and other infrastructure in emergency settings • Excellent understanding of mobile network architecture, network capacity and trouble shooting • Strong understanding of network resilience and restoration vis-à-vis the commercial environment and interests of mobile network operators • Strong field experience in network restoration in emergency scenarios • Good understanding of humanitarian response cycle and disaster risk reduction • Good knowledge of the effects of environmental hazards on mobile networks • Familiarity with regulatory environment around importation of telecom equipment • Excellent and enthusiastic team player and self-starter • Ability to work independently and travel internationally | ||
