Description The GSMA Disaster Response Programme is recruiting a Government and Regulatory Affairs Expert to support mobile operators as they navigate the national and regional regulatory environments that are relevant to emergency telecommunications. As mobile increasingly becomes viewed as a basic humanitarian need in and of itself, mobile networks need to be recognised as a core of basic emergency infrastructure. The importation and exportation of telecoms equipment, access to emergency spectrum and partnerships between government agencies and operators, as well as between operators themselves has become essential to the provision of reliable communications in crises. Core Responsibilities: This role will report into the Head of the Disaster Response Programme. • Identify and map the landscape of regulatory requirements and challenges around disaster preparedness and response and emergency mobile communication (including cell-broadcast and public early warning systems, the importation of emergency equipment, network sharing, use of location data) and other cross-industry initiatives and advise operators on what these developments mean in their markets • Develop the strategic agenda for mobile operators to navigate and engage with regulators and National Disaster Management Authorities on disaster preparedness and response issues • Support operators in integrating with these and other relevant bodies in an effective manner to improve coordination before and during emergencies • Develop industry positions on the use of mobile communications and data in emergencies and capture best practices and lessons learned from operator experience in this field • Drive advocacy campaign to have Governments formally recognise mobile networks as part of basic emergency infrastructure in markets where this does not yet exist • Work horizontally with the wider GSMA Government and Regulatory Affairs team where relevant • Lead and facilitate workshops and training for operators on relevant disaster response regulatory issues • Content and resource development • Support the wider GSMA Disaster Response team and Mobile for Development team | ||

Criteria - Strong mobile industry experience with an understanding of and experience in regulatory issues pertaining to emergency telecommunications - Experience working with Ministries of Communication/ Regulatory Community - Excellent partnership and stakeholder management at an Executive level and Governmental Level - Ability to effectively communicate regulatory, technical and industry challenges clearly and excellent facilitation skills - Familiarity with regulatory environment around importation of telecom equipment, spectrum and network sharing - Understanding of the importance of mobile communications for disaster-affected populations - Strong communication, written and analytical skills - Excellent and enthusiastic team player - Ability to work independently and travel internationally - Spanish language skills an asset | ||
