The Intergovernmental Authority on Development (IGAD) has received funds from the African Development Bank (AfDB) which funds are to support the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and implement the IDDRSI Strategy.
The Secretariat intends to use part of the funds to recruit a Data Base Expert for purpose of building capacity and re-enforcing management of the IGAD Secretariat in implementing the IDDRSI Strategy.
Applications are invited from suitably qualified individuals from the IGAD region for the following position tenable at the IGAD Secretariat in Djibouti.
JOB DESCRIPTION
Job Title: Data Base Expert
Duty Station: IGAD Secretariat, Djibouti
Division/Department: IGAD Regional Platform
Accountable to: Coordinator, IDDRSI Platform
Duration of the assignment: The initial appointment will be for twelve months. Contract extension will be subject to performance and availability of funds.
1. Job Summary
The Data Base Expert will provide data entry support services for research and other projects and to also ensure the accuracy, integrity and security of data and records systems.
2. Core Duties and Responsibilities
• Collection, keying in, decoding and quality control of data from IGAD Specialized offices, member countries and other sources.
• Pre-process data for use in Drought/Climate analysis and mapping. Maintain and archive climate data base including gridded and remote sensing data.
• Develop and maintain Climatological/Drought statistics, and manuals required for various applications including annual assessment such as the state of regional climate extremes, change detection, monitoring and early warning.
• Prepare periodic progress reports and annual reports showing achievements against planned targets and providing justification for performance variances.
• Support capacity building activities in the area of data bank maintenance of ICPALD.
• Support the NDMA (National Drought Management Authorities) to strengthen their data management capacities.
• And perform any other duties that may be assigned from time to time.
3. Minimum Qualification and Experience
(a) Essential requirements
• A Degree in Data/statistics and IT and/or Information Management or other related field special reference to the management of a large data base.
• Five (5) years of working experience in data base management
• Experience in using data management systems
(b) Desirable requirements
• Records and information management skills
• Excellent knowledge of use of computer systems in data management
• Ability to work independently/ with minimum supervision
• Strong communication skills
• Ability to prepare written reports in a clear, concise and meaningful manner
• Fluency in English and Knowledge of French is an advantage
