INTRODUCTION
Tanzania, Kenya, Uganda and Rwanda are at an advanced stage in finalising their Decent Work Country Programmes. In all the countries addressing child labour and youth employment has been identified as priorities by ILO tripartite constituents. The IPEC and YEF are two programmes taking a lead in responding to constituents needs.
The International Programme on the Elimination of Child Labour (IPEC), a programme of the International Labour Organization, is operational in over 80 countries worldwide and supported by more than 20 donors. Its objective is the effective abolition of child labour, assisting member States in designing and implementing policies and programmes to prevent and eliminate child labour, including a focus on the elimination of the worst forms of child labour as a matter of urgency. IPEC works to enhance the awareness of member States, workers' and employers' organizations, the international community and a wide range of actors about the problem of child labour. It assists countries in implementing international labour standards on child labour and in taking the necessary comprehensive and integrated measures for sustained and effective action.
IPEC is implemented through national, subregional and regional and global programmes, which include country-based, regional, and global technical cooperation projects. IPEC provides assistance through technical advisory services to ILO constituents; direct action for the withdrawal, prevention and protection of child labourers; institution and capacity building; policy and legal reform; training; advocacy; development of tools and methodologies; research and statistical surveys; and regular sharing of good practice and collection and dissemination of information. It promotes a worldwide movement to advocate for and provide resources to support national action and works through various interagency partnerships and task forces.
The Youth Entrepreneurship Facility (YEF) is a partnership between the Africa Commission, the Youth Employment Network (YEN), and the International Labour Organization (ILO) and is implemented through its head office at the International Labour Organization (ILO) in Dar es Salaam, Tanzania and through offices in Kenya and Uganda. The vision of the Facility is to enable African youth to turn their energy and ideas into business opportunities to increasing their incomes and creating decent work for themselves and others The Facility enables young men and women to turn their energy and ideas into business opportunities contributing to the creation of decent work for young Africans, both as a means of self-employment and as job creation for others. The Unleashing African Entrepreneurship initiative is an integrated approach to youth entrepreneurship development. The initiative has six strategic components to unleash the ideas of existing and emerging entrepreneurs.
The AE/JPO will be assigned to the ILO Dar Es Salaam Office, United Republic of Tanzania, with a broad responsibility of supporting the programming aspects of the DWCP and in particular the ILO-IPEC programmes and youth employment initiatives in the in Tanzania, Kenya, Uganda and Rwanda; particularly under the Youth Entrepreneurship Facility.

Description of Duties
Under the overall supervision of the Director of the ILO Dar Es Salaam Office, the AE/JPO will work under the technical guidance of ILO/IPEC HQ in Geneva and the Chief Technical Adviser of the Youth Entrepreneurship Project based in Dar es Salaam, Tanzania.
The AE/JPO will carry out some or all of the following tasks:
1. Assist in identifying, describing and justifying project possibilities for technical cooperation programmes and activities, in the context of existing Decent Work Country Programmes, national action plans, and Country Programme Outcomes. In consultation with relevant technical units and external offices, analyse and appraise project proposals for multi-bilateral financing. Propose and recommend the selection of project proposals for submission to donors. Follow up on donor negotiations, and prepare project agreements with donors upon approval.
2. Exchange information required for project formulation and implementation with relevant substantive units, field offices, administrative services, and donor agency representatives.
3. Assist in promoting formulation, adoption, and implementation of national action plans for the elimination of child labour, in line with the ILO's Global Action Plan and IPEC's Focus on Africa strategy.
4. Provide administrative and technical backstopping to IPEC projects and activities in collaboration with IPEC HQ.
5. Monitor specific aspects of the various ongoing child labour projects in Tanzania, Kenya, Uganda and Rwanda and identify problems and propose actions or solutions.
6. Assist in developing and Communication/Knowledge Development & Sharing Strategy for the Youth Entrepreneurship Facility to effectively reach African youth as well as to inform the public in East Africa about activities and results achieved by the Facility.
7. Assist in coordinating the development of attractive public information and communication materials - in both electronic and printed forms - to reach young women and men, and the general public, with messages and stories on effective youth entrepreneurship and employment creation.
8. Assist in coordinating the documentation and presentation of activities and results of the programme on young women and men through printed as well as through audio-visual media.
9. Support team members and development partners to communicate youth entrepreneurship and gender based tools and methodologies in order to reach youth effectively.
10. Assist and participate in facilitating knowledge sharing events such as national workshops, seminars and regional conferences within the different components of the Facility.
11. Participate in research and impact assessment on youth entrepreneurship initiatives and assist in keeping the project management information system up to date.
12. Participate in programming and advisory missions within Tanzania as well to Kenya and Uganda, and possibly other countries in the region.
13. Inform experts, consultants and other project partners about logistical arrangements and internal procedures for monitoring and reporting.
14. Perform reporting and other tasks related to these countries as requested by IPEC.

Required Qualifications
Education
Master degree in social sciences, gender studies, international development, planning and management, and/or economics and development.
All candidates from EU countries should have successfully completed the CIG (Cycle d'information Générale) by BTC (Belgian Development Agency) prior to applying to this position.

Experience
At least two years of professional experience in international development planning, management and evaluation, gender equality promotion in national or international organizations, and a social welfare system involving a client-centred referral system and decentralised services, and/or as part of an education support project.
Be no older than 32 years of age as of 31 December 2013.
