Key Tasks:

Production of financial accounts and annual report and accounts
Participate as a member of negotiation team in aircraft purchase and lease agreement.
Responsible for financial analysis for aircraft to be leased or purchased.
Negotiate company in-service contracts.
Ensure effective control and management of cash
Control of revenue accounting process and reporting
Financial analysis and business case production.
Coordinate development of 5 year business plan.
Coordinate and manage the annual budget preparation and its implementation
Budget and management of 5 year business plan
Ensure effective and efficient procurement processes are in place.

General Manager Commercial

Department: Commercial
Reporting: Deputy CEO

Key tasks:

Set the commercial strategy for Rwandair i.e. the customer proposition, revenue target and deployment of the key commercial levers to meet this objective: sales and distribution, marketing, network, pricing and revenue management, and cargo;
Develop a clear and constant awareness of customer needs.
Develop and monitor the demand picture that drives the 5 Year strategic plan including network and fleet growth,
Establish cross functional working processes with finance, HR and operations on business processes that require multi departmental involvement such as product, schedule, new market entry etc.
Maintain a constant awareness of competitor activities
Identify new business opportunities e.g. ancillary revenue, codesharing etc.
Manage and motivate the commercial team to ensure efficient service delivery
Recruit key staff that are missing and appoint vendors to meet strategic skills that are otherwise missing from the business.
Ensure consistency within company’s branding and marketing mix, especially PR and the Internet and appreciating its continuity;
Ensuring excellent levels of customer satisfaction through working closely with the operational teams.

General Manager Operations

Department: Operations
Reporting: Deputy CEO

Key tasks:

Provision of a safe and compliant operation
Maintenance of the Company’s AOC
Reduce operational costs and increase On-Time Performance (OTP)
Participate in new aircraft purchase/lease negotiations.
Establishing the criteria for the recruitment of key operational staff
Through their direct reports, provision of aircraft, air crews and support functions to satisfy network requirement
Development of an appropriate standard of safety for the Operations Division.
Ongoing development of the Operations Division Management team.
Ensuring the Company’s Compliance Statement is up to date.
Maintenance of the Company’s Operations Specifications
Reporting to the Deputy Chief Executive Officer on the operational performance of the business.
Develop an Operational Plan based on the requirements of the Commercial Plan.
Providing adequate financial funding to ensure the safety of the operation
Conduct route data analysis including data for new route evaluations
Approve the annual audit schedule.
Provide the infrastructure, training and resources required for an effective SMS
Provide all operational departments with SMS policies and procedures
Facilitate the application of all SMS policies and procedures to all personnel
Communicate the objectives and direct the applications of the SMS through the appropriate management structure.
Ensure safe maintenance and overhaul of fleet
Ensure SMS responsibilities are appropriately assigned to relevant personnel.
Ensure that effective audit and inspection processes are implemented and evaluated to monitor the effectiveness of the SMS
Ensure compliance with security regulations and company security procedures
Coordinate risk assessments
Through direct reports, provision of aircraft, aircrews, and support functions to satisfy network requirements and to provide a safe operation
Investigation of serious accidents involving death or serious injuries to any person, serious damage to aircraft or damage to property

Design and implement HR strategy embedded in RwandAir’s corporate strategy.
Advise the Executive Committee on the people implications of decisions and initiatives.
Execute change and organisational development initiatives throughout RwandAir.
Plan the RwandAir workforce quantitatively and qualitatively,
Assign tasks, authorities, accountabilities within the HR management team and HR department
Increase productivity and capabilities within the airline.
Put in place and determine compensation policy for all.
Set objectives for the HR organisation
Allocate resources based on the HR budget
Ensure the reliable functioning of core HR processes like payroll, records, etc.
Set a framework of tools and methodologies empowering the leadership of RwandAir’s management team

Director of Flight Operations

Department: Operations
Section: Flight Operations
Reporting: General Manager Operations

Key tasks:

Overall responsibility for the conduct of flight operations
Information reporting as appropriate to the General Manager Operations relating to flight operations
RCAA liaison and direction relating to flight operations
Review and update of the Flight Operations Manual Suite
Monitoring of the Training and Checking Organisation
Produce and amend documents, liaising with the RCAA regarding such manuals and their approval when required relating to flight operations
The supervision of, by delegation, to the dispatchers, flight and route planning data and information to pilots, and load and trim sheet design
Ensure all incidents, accidents, occurrence reports, relating to flight operations are advised to the authority and any other appropriate person or organisations as necessary
Exercise disciplinary authority over all flight personnel, and recruit and select pilots
Ensure by delegation to the dispatchers compliance with specific loading procedures
Ensure a complete and up to date reference library is available to crew
Grant approval in relation to persons not employed by the airline, to be trained by company staff and undertake company courses
Provide control of operational information, so as to keep pilots and other relevant staff advised of all operational requirements
Liaise with outside agencies relevant to company line operations
Ensuring that the flight crew are qualified for the area and type of operation
Ensuring the validation of flight crew licenses and other mandatory flight crew documents applicable to the operation,
Ensuring that every flight is conducted in accordance with the provisions of the operations manual
Maintaining the flight and route planning data and information to flight crew, and load and trim sheet design
Coordinating risk assessments
Providing specialist performance support in relation to company aircraft
Communicate the objectives and application of the SMS to all persons engaged in flight operations
Solicit and process safety improvement suggestions
Assist with the investigation of accidents and incidents.

Authorities:

Procurement of flight operations related capital in accordance with the company budgets
Selection of third party service providers
Performance evaluation of direct reports

Accountabilities:

Safety of the operation with regards to flight operations
Air Operators Certificate
Recruitment and selection of flight operations personnel

Required skills:

Held a Command on the B737 aircraft or equivalent
10,000 hours of flight at least half on Boeing or equivalent
Ability to manage complex tasks associated with airline operations
Ability to manage large numbers of personnel including flight crew

Required Education and Experience:

Airline Transport Pilots Licence
B737 NG Endorsement
3 Years operating experience as Pilot in Command of B737NG or other Boeing equivalent as approved by the safety authority
Extensive experience in an airline flight operations management role
A university degree in air safety management or any other related fields

Director of Maintenance & Engineering

Department: Operations
Section: Maintenance and Engineering
Reporting: General Manager Operations

Key Tasks:

Provide guidance and advice to the General Manager Operations with respect to maintenance and engineering aspects of the operation
Management of outsourced maintenance and engineering providers
Management of the review process for manufacturer and RCAA airworthiness data
Establishing the criteria for the recruitment of key maintenance and engineering personnel
Ensuring that maintenance and engineering issues relating to aircraft operating leases, including delivery and redelivery conditions, are fully indentified
Review and update of the Company’s operations maintenance and engineering manuals and documentation
Ensure full compliance by outsourced maintenance suppliers with the terms and conditions of agreements
Ensure training is provided in accordance with the requirements of the RCAA for maintenance providers and suppliers
Coordinate the acceptance of aircraft into the Company’s System of Maintenance
Coordinate the Certificates of Registration and Airworthiness for new Company aircraft
Ensure compliance in respect to maintenance and engineering
RCAA liaison and direction relating to maintenance and engineering.

Authorities:

Procurement and management of maintenance and engineering related capital in accordance with the Company budgets
Selection of third party service providers
Establishment of expected service levels from third party service providers
Approval of service level agreements with third part service providers
Performance evaluation of direct reports

Accountabilities:

Safety of the operation with regard to maintenance and engineering
On time performance relating to maintenance and engineering

Recruitment and selection of maintenance and engineering personnel

Having successfully occupied the similar position for at least 5 years.
Hold a RCAA mechanic certificate with airframe and powerplant ratings, ICAO/JAA/EASA/FAR licenses / approvals may be acceptable in place of RCAA certificate
Have not less than 3 years of experience in a position responsible for returning airplanes to service
3 years minimum experience maintaining large aircraft preferably including B737 Classic and / or NG.

Manager Ground Handling

Department: Commercial
Section: Ground Operations
Reporting: General Manager Commercial

Key tasks:

Management of outstations and outsourced ground handling providers
Management of airport and ground operations throughout the company’s network
Provide advice to the General Manager Operations in the matters relating to the outstations and outsourced providers
Maintain a high level of knowledge of company standard operating procedures and practices relating to ground handling
Ensure compliance with security regulations and company security procedures relating to outstations
Coordinate training for outstation personnel and outsourced ground handling providers
Manage and have accountability for the regulatory compliance and training of outstation personnel and outstation ground handling providers
Approve training courses and documentation for airport outstations
Approve the training and assessment programs for airport and ground operations
Negotiate ground handling contracts and third party supplier agreements
Oversee the customer service experience from a ground handling perspective

Authorities

Expenditure within the company’s approved budget for ground operations
Recruitment and selection of ground services providers and outstation personnel

Accountabilities:

Delivery of ground base products and services
Management of on time performance from a ground handling perspective
