IBTCI is recruiting for a Monitoring & Evaluation Advisor in Rwanda who will be responsible for playing a lead role in the design and implementation of a comprehensive monitoring and evaluation plan for the Human and Institutional Capacity Development (HICD) Project. S/he will provide a dual function, supporting M&E for the project activities as well as supporting the HICD implementers in building local partner M&E capacity. S/he will perform this work in close partnership with the Public Sector Capacity-Building Secretariat for public sector initiatives. The M & E Advisor will carry out his/her responsibilities with the client in a professional manner and will report to, and be evaluated by, the assigned resident Chief-of-Party (CoP).
Job Duties & Responsibilities • Ensures that HICD M & E activities are coordinated among each other, with the Government of Rwanda (GOR), and other donors working in the sector. • Lead HICD M & E inputs in support of the national strategy to develop public sector human and institutional capacity; this may include advising on initial rapid organizational assessments; conducting on-going capacity assessments of local institutions; and creating strategies, plans, goals, and benchmarks for change to strengthen the institution’s operations. • Direct program M & E design, start-up, implementation and reporting. • Ensures that all M & E meets all program requirements and budgeted targets, and uses M & E to keep program and budget on target. • Promote effective and efficient management of in-country office, ensuring field staff is educated about DI, the contract, program, the program work plan and related actions with attention paid to ensuring each person understands the requirements of his/her job and performance expectations. • Maintain excellent relationships with partners. • Share responsibility with the Deputy Chief-of-Party (DCOP) for documenting program activities such as success stories and, if applicable, grants (using the DI Grant Management System).
Knowledge & Skills • Knowledge of relevant US federal regulations and procedures is preferred. • Knowledge and work experience in post-conflict countries is preferred. • Familiarity with standard business Information Technology (IT) applications. • Able to effectively use statistical analysis software, including STATA and SPSS. • Experience in qualitative and quantitative M & E methodologies for democracy and governance programs, including experimental (or quasi-experimental) evaluation designs that incorporate rigorous statistical methods. • Experience coordinating with developing country governments, ministries and/or local NGOs for design and implementation of evaluations, including addressing capacity weaknesses as needed. • Demonstrated familiarity with and understanding of impact evaluation and participatory monitoring and evaluation techniques; and developing and monitoring both output and outcome indicators. • Ability to recruit and supervise short-term U.S., third country and local experts for consultations, evaluations, monitoring, with excellent development analysis and communications skills. • Ability to speak, read, and write Kinyarwanda and/or French, highly desirable. • Ability to represent DI in meetings and interact with senior Mission, Embassy, Host Country Government officials. • Excellent reporting, writing and presentation skills.
Experience & Education • Minimum five to seven (5-7) years of direct experience in managing and executing monitoring and evaluation of donor-funded democracy and governance programs, with a specific focus on capacity-building. • Experience working on USAID-funded capacity development programs preferred. • Experience supervising complex and challenging field operations in closed societies, conflict environments, fragile or transitional countries, and/ or war-torn societies. • Experience working in Rwanda or the region in a developing-country context is preferred. • Advanced degree in political science, public administration, or a relevant field preferred. • HICD and/or HPI certification and/or CPT designation preferred and/or willingness to become certified.
Physical Requirements/Working Environment • Living and working conditions at the assignment location could be remote and uncomfortable. • Long hours, exposure to weather and hazardous conditions. • Personnel should be aware of moving on short notice and under adverse conditions.
Travel • Must be willing to live and work in Rwanda • Must be willing to travel internationally
