The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for this position.
PURPOSE OF THE CONSUTLANCY The purpose of this consultancy is to implement the activities of the European Union funded support to nutrition in West and East Africa at the UNICEF Liaison Office to the African Union (AU) and United Nations Economic Commission for Africa (UNECA).
KEY TASKS EXPECTED FROM THE CONSULTANCY:-
The Consultant will undertake the following key tasks: Key Tasks Completion Time-Frame 1.A. Liaise with the DSA/AUC to ensure communication is made to AU member states on reporting on African Regional Nutrition Strategy (ARNS) and widely disseminated through UNICEF Country Offices and concerned UN agencies. 30 April 2012 2.B. Support the drafting of Terms of Reference (TOR) for the Programme Steering Committee. 30 April 2012 2.A. Liaise with the DSA/AUC and UNICEF ESARO and WCARO to organise teleconferences, meetings and consultations as required, involving the EU Delegation to the AU and UNECA for identifying two Heads of State and Government to act as Champion on Nutrition. 15 May 2012 2.B. Drafting resolutions and recommendations as part of the report on Maternal Newborn and Child Health (MNCH) to be reviewed by the Special Session of Ministers of Health and then to be endorsed by the Heads of State and Government. 15 June 2012 3.A. Support the preparatory technical work (objectives, agenda, identification of speakers, coordination of the presentations, etc.) and logistics for the organisation of the 4th annual meeting of the ATFFND and ensure involvement and active participation of Regional Economic Communities (RECs), particularly the Inter-Governmental Authority on Development (IGAD) and the Economic Commission for West African States (ECOWAS). 30 August 2012 3.B. Support the organisation of the Africa Food and Nutrition Security Day (AFNSD). 30 August 2012 4. Liaise with ESARO and WCARO and provide input for the preparation of the report on the implementation of the Nutrition programme at continental level. 15 September 2012 5. Liaise with ESARO, WCARO and Middle East and North Africa Regional Office (MENARO) and prepare a communications strategy that will include: • An advocacy package on nutrition for political advocacy, including a set of key messages for use and promotion, • An updated Snapshot on Nutrition in Africa, • An updated Fact Sheet on DSA/AUC work on nutrition, • A paper on UNICEF’s work on nutrition. • Facilitate the translation of all documents into French, Arabic and Portuguese. 15 September 2012 6. Support the technical preparation of a panel discussion on child health and nutrition to be planned in the agenda or as side event of the Pan-African Forum on Children. 20 September 2012 7. Support the preparation of Monthly Financial Reports, including on operational issues, on the implementation of the programme activities, as well as prepare a Final Report on the consultancy. 30 September 2012
EXPECTED DELIVERABLES
The Consultant is expected to deliver the following: 1.A. AUC Communication to Member States on reporting on ARNS disseminated. 30 April 2012 1.B. Inputs to the TOR of Programme Steering Committee provided. 30 April 2012 2.A. Agreed Criteria for selection of champions on nutrition identified and two Heads of State and Government approached. 15 May 2012 2.B.Resolutions and recommendations incorporated in both the MNCH Report and AU Executive Council Report, and endorsed by the Head of State and Government. 15 June 2012 3.A. All background documents for the 4th meeting of the ATFFND are prepared, and logistics for participants facilitated. 30 August 2012 3.B. All background documents for the AFNSD are prepared, and logistics for participants facilitated. 30 August 2012 4. Report on the implementation of the Nutrition Programme at the continental level finalised and submitted to the Programme Steering Committee. 15 September 2012 5. Communication package prepared, tested and documents translated and delivered. 15 September 2012 6. Panel discussion on child health and nutrition facilitated. 20 September 2012 7. Monthly Financial Reports prepared on the implementation of the activities, including operational issues, and an overall Final Report prepared at the conclusion of the consultancy. 30 September 2012
MINIMUM REQUIREMENTS OF THE TEAM MEMBERS:
Education requirements: Advanced university degree in Public Health and Nutrition or relevant fields. Work Experience: A minimum of eight years of progressively responsible professional international experience work in nutrition programming and preferably knowledge and experience of work in Africa. Have knowledge of the use of data and statistics. Experience in developing advocacy materials and supporting the planning and implementation of international meetings. Experience in networking and communicating with partners would be an asset. Language requirement: Fluency in English and preferably be bilingual English/French. Competencies: 1. Communication skills and a team player. 2. Ability to work under light supervision and experience in gathering and compilation of sound information from diverse sources. 3. Good analytical, negotiating, inter-personal communication and advocacy skills. 4. Computer and excellent writing skills, including internet navigation and various office applications. 5. Demonstrated ability to work in a multi-cultural and political environment and establish harmonious and effective working relationships, both within and outside the organization. 6. Proactive with the ability to focus on solutions. 7. Ability to handle multiple tasks at a time.
