Position : Disaster Risk Reduction & Community Resilience Manager
Reports to : Associate Director, Integrated Ministry
Duty station : Kampala
Purpose of the position: To provide technical and oversight support on World Vision Uganda (WVU)’s operations on emergencies, disaster risk reduction and enhancing community resilience to disasters and climate change adaptations in a manner that contributes to the wellbeing of children
Key Result Areas
Strategy development & implementation
• Develop, review and update WVU’s Disaster Risk Reduction /Climate Change Adaptation (DRR/CCA) strategies as necessary.
• Develop disaster preparedness and contingency plans, and support their operationalisation within WVU’s programming.
• Support integration of DRR/CCA into development programmes and monitoring and evaluation of quality and impact for DRR/CCA outcomes.
Capacity Building
• Provide training and technical support to WVU staff on DRR/CCA and emergency responses.
• Monitor capacity support to districts situated in WVU’s programming areas in Disaster Risk and Reduction and Climate Change Adaptation interventions.
• Conduct training for sector specialists and field teams on Sphere Standards, Red Cross/Red Crescent Code of Conduct, Humanitarian Accountability Partnership ( HAP-I), Good Enough Guide, Local Capacity for Peace (LCP)/ Do No Harm (DNH).
Resource mobilization/fundraising lor DRR/CCA
• Work with the Programme Development Unit to secure funding for DRR/CCA initiatives.
• Disaster mitigation management and emergency preparedness
• Develop a Nationaf Disaster Preparedness Plan (NDPP).
• Provide technical support to field teams in development of Community Disaster Preparedness Plans.
• Maintain an inventory of available manpower, relief equipment and supplies, and resources available, and acquire equipment and supplies to assist communities to respond effectively to an emergency.
Emergency response coordination
• Support the operations of WVU Disaster Risk Reduction and Management Committee (NODRM C.)
• Coordinate the WVU National Rapid Response Team (NRRT) during humanitarian and emergency response.
• Oversight leadership and coordination of WVU, government or interagency field assessments before, during and after emergencies.
• Annually review and update the NODRM C. and NRRT guidelines and procedures to ensure they reflect current learning and practice.
Learning and research
• Facilitate learning and reflection on emerging contemporary issues and debates on DRR and CCA, and good practices in emergency response.
• Document WVU experience on DRR/CCA internally and externally as relevant.
• Oversee researches relating to DRR/CCA and emergency response. External engagements and Networking
• Represent WVU at relevant meetings and conferences on DRR/CCA and emergency response.
• Lead on developing strategic partnerships and relationships with institutions or organisations that may provide technical or specialist support on DRR and CCA.
• Actively participate in strategic networks and consortia related with DRR/CCA
Requirement:
Knowledge, Skills and Abilities
• University degree in fields related with environmental sciences, Disaster Risk Management, Sociology or other relevant discipline.
• At least 3 years experience working on Disaster Risk Reduction, climate change adapations and/or Emergency Response in Uganda and/or the East African Region, including direct responsibility for developing and managing projects.
• Deep knowledge and understanding of the key issues related to disasters, risk reduction and community resilience; familiarity with climate change adaptation issues as they relate to disaster risk reduction; and experience of integrating DRR into development projects.
• Proven ability to lead strategy development for complex agendas, with clear focus on key business/operational outputs.
