Tetra Tech ARD,( http:www.ardinc.com) is currently accepting expressions of interest from qualified senior level candidates for Civil Engineer on a USAID-funded Land Reform project in Afghanistan. The purpose of LARA is to develop a robust set of policies and laws to provide a framework for Afghanistan’s land market
Responsibilities:
The role of the Engineering Support & Environmental Compliance Manager (ES/ECM) is to assist in the strategic oversight, design, implementation and day-to-day management of infrastructure subprojects funded and implemented under the LARA program. Examples of infrastructure subprojects currently being envisioned by LARA are: repairs and improvements to storm water channels, street safety, steps and staircases, surfacing of pedestrian walkways, water wells and culverts.
The ES/ECM shall ensure that infrastructure (a) field surveys and feasibility assessments; (b) technical package preparation; (c) pre-qualification and bidders lists; (d) technical evaluations of proposals; (e) ongoing quality assurance and quality assurance; (f) subproject close-out; (g) liaison with the USAID Office of Infrastructure, Energy and Engineering (OIEE) and Environmental Offices; and (h) audit-ready maintenance of engineering files is managed in an effective and efficient manner that complies with all Tetra Tech ARD applicable policies, procedures and practices.
Qualifications:
-- A civil engineering degree and a Professional Engineering (PE) certificate from the US or an equivalent EU certification;
-- Eight (8) years work experience designing and managing (including quality assurance) municipal or urban infrastructure projects ;
-- Experience in working in a similar USAID-funded project is desirable;
-- Demonstrated in-depth familiarity with international standard best practices for design and construction of civil works;
-- Substantial experience in engineering quality control including review of plans, bidding documents, and scopes of work;
-- Experience in working in a similar USAID-funded project is desirable;

- Experience in engineering and construction project management;
- Experience working closely with and mentoring multi-cultural technical staff is desirable;

-- Previous experience managing engineering and construction programs in post-conflict countries, particularly in Afghanistan or Iraq.
