Job Summary:
The CARE INTERNATIONAL Emergencies Human Resources Coordinator is a member of the CARE Emergency Group (CEG) and is responsible for coordinating CI’s emergency human resources management, including supervising members of the Rapid Response Team (RRT) that are centrally managed by CEG. He/she manages the growing Rapid Response Team (RRT) as per the commitments of the emergency strategy to ensure timely deployable support at the onset of emergencies as well as to ensure maximum support to strengthen emergency preparedness and support building staff capacities. . He/she is responsible for providing human resources management operational support to the CI membership and Country Offices in emergency response and preparedness. This includes working with CI members, regions, country offices and CEG to ensure that mechanisms to meet emergency staffing needs are established, work effectively, and with the Humanitarian Training Coordinator ensure that appropriate emergency staff capacity development strategies are developed and implemented for all staff on the RED Roster including the RRT.
Specific Areas of Responsibility :
A. Ensure the overall coordination and oversight of CI’s emergency surge capacity by:
• Coordinating the development and maintenance of emergency staffing mechanisms, including the CI RED Roster (roster for emergency deployment), ensuring lead and other CI members are managing their parts of the CI roster and other staffing mechanisms (including orientation processes); ensuring that CARE’s emergency staffing systems are high quality and effective so that CARE is able to meet emergency HR needs effectively and timely; • Coordinating identification of staff to ensure the global roster is effectively populated with specialists covering the required range of skills and behavioral competencies , through a CI selection Committee chaired by the HR coordinator. He/she ensures that the selection criteria applied by the committee are appropriate, regularly updated and followed by all; • Supporting identification of priority and effective emergency staff development needs of RED personnel, including training, experiential learning, etc; this will require working closely with CEGs Humanitarian Training Coordinator, Regional Emergency Coordinators (RECs) and Sector and Cross-cutting specialists; • Ensuring that the global pool of emergency specialists is supported by an appropriate data management system (design and maintenance) and that it is maintained by the members who co-manage the staffing pool;
B. Management of CEG’s Rapid Response Team (RRT) and support to CI deployable staff on the RED Roster • Manage CEGs Rapid Response Team (RRT) staff (approximately 6-10 people) in between and during deployments to support emergency responses as well as CO capacity building and preparedness activities; • As direct line-manager provide effective orientation, performance management and oversight to CEG Rapid Response Team (RRT); • Coordinate operational RED deployments to support Country Offices, Regional Management Units and CI Members in emergency response and preparedness activities;
• In coordination with CIMs, ensure appropriate orientation procedures are developed and systematically implemented for all RED personnel deployed to emergencies (internal staff and consultants), including post-deployment debriefing and evaluations; he/she will also work with CARE International members (CIMs) to ensure adherence to appropriate orientation procedures.
C. Support CI emergency response operations by :
• Coordinating recruitment & deployment of staff during emergencies, primarily through the RED, using CI members’ recruitment processes; • Ensure that the different parts of the CI federation manage their section of the RED, ensuring that performance evaluations, and deployment records and data are updated; • Oversee the staffing of RED to ensure that the technical leads have skilled, qualified and available members available for emergency deployment; • When requested, review and support lead CI members and country offices to have effective HR management systems and procedures in-place during emergencies; • Work with CI HR Member counterparts of hiring entities to ensure appropriate orientation is provided to all personnel deployed as part of the RED and rapid response team; • Visiting the field to monitor and support emergency HR work and deploy to support emergency responses as necessary.
D. Contribute to CI’s capacity development efforts by :
• Developing and updating policies, guidelines and systems for all areas of emergency HR, ensuring the HR components of the CARE Emergency Toolkit (CET) remain up to date and relevant; • Providing hands on support to country offices, regional emergency coordinators , regional units and CI Members as requested on matters relating to emergency HR systems, practices, etc; • Work with CEG’s Humanitarian Training Coordinator to establish a system to identify development needs of staff on CI RED Roster and work with lead members (LM) HR and people management units to link with staff development opportunities (including talent management process); • Contributing to systems and procedures to strengthen the internal HRM infrastructure for CEG and CI Secretariat employees.
E. Supports the CARE Emergency Group (CEG) in its HR needs by :
• Coordination with CI HR Working Group (as it develops) to ensure consistency of emergency HR policies, approaches, etc.; • Coordinating recruitment and selection requirements for CEG vacancies arising (including Rapid Response Team); • Liaising with CI’s Secretariat Finance and Administration unit to ensure that appropriate contracts, terms and conditions for new CEG recruits are issued on time.

Qualifications and relevant experience :
• Bachelor’s Degree in human resources management and/or a field relevant to CARE’s humanitarian work • Minimum of 5 years human resources management experience with proven knowledge of employment law and HR best practice • Solid training, coaching and capacity building skills • Management of remote teams • A sound understanding of international relief and development including experience of emergency response situations • Language skills: English fluency and fluency with a second relevant language (French, Spanish)

It is anticipated that the CI Emergency HR Coordinator will spend up to 40% of his/her time travelling to support emergency response operations, staff development activities, and/or attending HR meetings and workshops
