Area Program Coordinator

Purpose of Position:

The Area Program Coordinator or Zonal Program Manager provides strategic leadership and day-to-day management to the field operations in the assigned area to ensure that they are effective and meet the designated goals and objectives of World Vision, the donors and the target population.

Lead the assigned Area Programme Team in the development, implementation, oversight and evaluation of all programming, with emphasis on strategic development, resource acquisition and quality control, as well as staff development.

Key Responsibilities:

Programme Management:

  • Act as a Leader for the Area Programme Team
  • Provide administrative management for the implementation of all WV Programs in the assigned area in accordance with the overall WV South Sudan country strategy, policies, procedures and objectives.
  • Ensure that all programmes are closely integrated and that all programmes receive adequate planning, monitoring and are evaluated and LEAP compliant
  • Participate in the assessment of community needs and resources in the assigned area.
  • Where necessary and in conjunction with the Regional Program Officer, prepare project proposals and budgets, seeking to diversify funding and other resources.
  • Assist in the development of strategies for long-term or additional interventions in the assigned area.
  • Maintain familiarity with the requirements and compliance procedures of current and new programme donors.
  • Work closely with the Integrated Ministry Director and/or Regional Program Manager in ensuring the smooth functioning of the assigned area programme
  • Oversee all aspects of day-to-day the assigned Area Programme implementation, ensuring the achievement of the programme operational goals
  • With the assistance of Regional Program Officer ensure that all donor and Support Office reporting requirements are met
  • With the assistance of Regional Program Officer manage and evaluate operations budgets, project funding, expenditures and accomplishment of ministry objectives
  • Support and supervise the work of County Teams and all operations staff in the assigned area.
  • Monitor the progress of projects with Regional Programme Officer, including frequent visits to sub-offices, projects and communities in the assigned area.
  • Develop partnership relationships with local organizations and communities to assess the effectiveness of current projects and to identify possibilities for new projects and funding in the assigned area.
  • Prepare training materials and conduct training of field office and WV staff in project design, implementation and management and in reporting systems/procedures
  • Work with the Regional Programme Team to develop annual / quarterly / monthly operating plans and participate in the formulation of management plans and the country strategy for the WV South Sudan
  • Prepare financial status and project progress reports, and other information as required for the donors, the Program Director, Support Offices, and Partnership OfficeCo-ordinate on-going monitoring and the evaluation of all project activities in the assigned area with the Regional Programme Officer.
  • Ensure that proper accounting systems and practices are in place in the assigned area so as to facilitate the approval of funding for projects
  • Assess the effectiveness of current projects and identify possibilities for new projects in the assigned area
  • Provide information and participate in the recruitment, selection and development of staff for the assigned area
  • Any other appropriate tasks required for the support of WV South Sudan programme

    Knowledge, Skills & Abilities:

    Required:

  • Master’s Degree qualification in sociology, development studies, Health, Water/ Sanitation or Agriculture, public policy, conflict resolution, or similar fields preferred
  • Experience in the management of relief and development work
  • At least 7 years field experience in a developing country
  • Experience with World Vision or a similar large NGOs’ policies and procedures
  • Experience in management and knowledge of basic accounting methods and procedures
  • Strong and proven people management skills
  • Ability to train and supervise a multi-cultural staff team
  • Good cross-cultural communication skills
  • An openness to learning about and understanding the culture, political, and social and economic situation of the country
  • Experience in project design, implementation, monitoring and evaluation
  • Good public relations and public speaking skill
  • A committed Christian who is willing to accept WV’s Christian ethos as reflected in the core values.
  • Requires a willingness to spend at least 33% of his/her time in the field visiting projects sometimes under difficult living conditions.
  • Ability to work and travel extensively in South Sudan and elsewhere to attend various senior management meetings internationally and within the WV Partnership

    Programme Manager

    Purpose of Position:

    Key Responsibilities:

    Programme Management

  • Assess the effectiveness of current projects and identify possibilities for new projects in the assigned Region
  • Provide information and participate in the recruitment, selection and development of staff for the assigned Region
  • Provide mentoring and counselling (psychological support) for staff in the assigned Region with Regional HR & Admin Officer
  • Any other appropriate tasks required for the support of WV Southern Sudan programme

    Knowledge, Skills & Abilities:

    Required:

  • Experience with World Vision or a similar large NGOs’ policies and procedures
  • Experience in management and knowledge of basic accounting methods and procedures

    Income Generating and Marketing Facilitator

    Purpose of Position:

    To provide technical skills in business and financial management to both target beneficiaries and to the Regional Team with the aim of creating viable agro-businesses within the community.

    This is expected to add value to the existing agricultural programmes and ensure motivation and programme sustainability.

    Key Responsibilities:

  • Design appropriate training programmes to ensure that field staff working in agricultural and other income generating programmes fully understand the processes necessary for ensuring successful agribusiness.
  • Design and evaluate the performance of appropriate training programmes for farmers and communities in practical business methods and enterprise.
  • Provide training to communities in the development and evaluation of practical marketing strategies
  • Work with local and state government to introduce and/or develop a functional export promotion council
  • Evaluate the progress of each community group and provide diagnostic assistance through the application of sound business principles
  • Liaise with partners and organizations outside World Vision in order to obtain and exchange ideas and therefore improve upon performance
  • Maintain current knowledge in the field of business extension and experiment with nouvel techniques.
  • Support the Integrated Programme Director and the various field teams in developing strategies which ensure that the implementation of projects and programmes are sustainable, community based and transform the lives of the target communities.
  • Prepare quality and timely reports to the Integrated Programme Director
  • Participate in developing project concepts and project proposals.
  • Attend and participate in all devotionsPerform other duties as assigned by the Integrated Ministry Director

    Knowledge, Skills & Abilities:

    Required:

  • A University degree in business studies, marketing, accounting, economics or any related field with 2 years experience or a Baccalaureate with, at least, 3 years experience
  • Must be willing to spend long hours in the field
  • Must be willing to apply academic and technical knowledge to field conditions in a way that creates positive results.
  • Must either possess a motorcycle or automobile driver’s license or be prepared to obtain one
  • Excellent knowledge of English (both oral and written).
  • Knowledge of Arabic is an advantage
  • Must be a mature Christian, with people skills management and a commitment to rural socio-economic and psycho-spiritual development
  • Must be computer literate or be prepared to learn
  • Must be a willing learner and a team player
  • The position requires that, at least, 70% of total time is spent in the field

    Wash Project Manager

    Purpose of Position:

    To coordinate and manage implementation of ECHO funded Warrap State Emergency Response Water and Sanitation Project. This will involve design and supervision of Dyke Protection works, Borehole drilling and equipping, Community led Waste Management initiatives, Construction of Basic Sanitation facilities and overseeing hygiene promotion activities within the project area in Warrap Region, South Sudan.

    The position will report to the Deputy Regional Manager for operational matters as well as closely liaise with WASH Sector Manager on technical issues

    Key Responsibilities:

    1. Overseeing implementation of civil engineering/technical works.

  • Over see and manage the Water and Sanitation Project as per ECHO guidelines.
  • Undertake design and supervision of dyke protection works through target community initiative arrangement using local materials as per project design.
  • Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards by the Ministry of Water Resources and Irrigation and the Ministry of Physical Infrastructure for all construction works outlined on the project design for the said project.
  • Prepare tender documents for purposes of soliciting bids/tenders from contractors for the said project.
  • Design and supervise borehole drilling and equipping, including preparation of borehole logs as per requirement of the government line ministry technical guidelines.
  • Design and supervise borehole rehabilitation and repair as per requirement of the government line ministry technical guidelines.
  • Undertake borehole water quality analysis using potable water quality kit, for new and rehabilitated borehole water sources using water quality technical guidelines approved by the government.
  • Design and Supervision of the implementation of institutional and household latrines, through liaison with relevant government ministry’s technical department and the user community as per project document.
  • Liaise with World Vision South Sudan supply chain department in selection of contractors through cost effective ways.
  • Coordinate and supervise implementation works including managing construction contracts.
  • Supervise /manage drilling team, construction teams including labor contractors undertaking Drilling of boreholes, rehabilitation of boreholes and sanitation facilities as per set standards ensuring quality control.
  • Under take water quality (microbial, physical and chemical) analysis against government and WHO set standards using portable laboratory water analysis kit.

    2. Work Quality outputs and Budget Controls

  • Establish and oversee implementation of systems for efficiently controlling the quality of technical works; closely tracking works progress against payment and work plans, and controlling the quality of the final construction outputs as per donor and user community expectations
  • Ensure optimal use of financial resources in the project through timely requisitioning of all necessary supplies/contracts for project implementation.
  • Manage construction budgets components to ensure appropriate and efficient use of resources in the project and area of operation.

    3. Coordination with local community groups/ Government Departments/ Other stake holders

  • Coordinate community mobilization activities especially on dyke construction works with view to community groups participating in availing labor and locally available construction materials etc as required.
  • Liaise with beneficiary community and local authorities in the selection of project sites as per requirement of the project design.
  • Represent the organization and actively participate in County or State level coordination meetings.
  • Coordinate day-to-day operation and financial management of the construction works in the field in accordance with the approved project work plan.

    4. Assessment and Evaluation

  • Coordinate and participate in project startup/project closure workshops, baseline survey and end of Project Evaluation for the project as per project design and within the project implementation deadlines.
  • Reporting and communication
  • Prepare project documentation including monthly project reports on implementation/ construction status, intermediate and final narrative reports as per ECHO requirements and sending them to WASH Sector
  • Specialist and other relevant team members for review/further action.
  • Liaison with WVSS Grants division in tracking project expenditure, reviewing financial reports, and addressing queries related to expenditure in timely manager.

    Knowledge, Skills & Abilities:

    Required:

  • Degree in Civil Engineering from a recognized institution.
  • 5 years experience and skills in dyke design and supervision of construction works using community groups/Cash for work arrangements
  • Training of Trainers (TOT) skills in the community-led total sanitation (CLTS) approaches.
  • At least 3 years experience in supervision of construction/rehabilitation of Borehole Drilling and equipping/rehabilitation, basic Sanitation facilities in a rural and refugee/displaced community set up.
  • 3 years proven experience and skills in tactics of community mobilization and development.
  • Experience in coordination and supervision of household refuse/waste management using community based approaches.
  • Proven knowledge and experience in civil engineering construction contract management.
  • Excellent coordination and networking skills including liaison with community groups and local government /Stakeholders
  • At least 3 years experience working for NGOs in insecure environment and in developing countries.
  • Proven experience in administration, including financial management of community projects.
  • Ability to work under difficult circumstances in remote locations with limited supervision.
  • Must be able to maintain good interpersonal relations and have emotional intelligence. Ability to speak Arabic will be an added advantage.

    Regional Communications Director

    Responsibilities Include:

  • Lead regional implementation of the Global Communications strategy, as informed and guided by the Regional Strategy, together with National Office (NO) communications teams and encompassing the above six focus areas.
  • Advise and support the Regional Senior Director Operations and the Global Field Communications Operations Director in regional and global strategic processes for the building, resourcing and integration of regional communications functions across Africa (together with all other regions of WVI field ministry).Provide sound technical support to all WV staff during workshops and at Regional & Global level.

    Skills Required Include:

  • Excellent journalistic skills (verbal and written), and a proven ability to train and mentor staff and peers
  • Experience in project management and the development and production of a wide array of communication materials such as publications, video segments, web, and other media
  • Ability to utilize public relations to forge stronger constituency consensus.
  • Demonstrated ability to think strategically, plan and meet deadline including fluency in English and relate cross-culturally with a wide range of international constituencies
