Purpose:
Under the guidance of the Senior Education Specialist and working as a member of a larger team within the Education Section engaged in education in emergencies and post-crisis settings, you will be accountable for overall project management and technical direction of the Education and Peacebuilding Programme to ensure efficient and effective operational and financial management of the programme, global level delivery and accomplishment of programme goals and objectives, as well as selected other activities in the Education Section’s workplan related to education in emergencies and conflict affected contexts.
Qualification:
Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Peacebuilding or a Social Sciences field relevant to international development.* Eight years of relevant work experience at national and international levels in field programmes relevant to education and in peacebuilding. Experience working in the UN or other international development organization is an asset. Experience of programme management covering financial and operational management as well technical leadership is an asset.
Fluency in English and another UN language.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
1.Description of responsibility: Leadership, Technical Oversight and Management of the Education and Peace-building Programme Lead the development and implementation of the programme including finalization of programme design, start up, implementation and oversight of programme activities and results at global level and in collaboration with relevant staff at regional and country level; and assessment of resources and capacity of UNICEF, governments and other partners to advance programme goals. Support and manage selected technical activities in the workplan related to education in conflict affected contexts as well as other tasks that are part of the Education Section’s overall responsibilities as required. Provide support to Section across hubs to ensure integration of Conflict-Sensitivity and Peacebuilding. End Result(s): Programme activities at global, regional and country levels are fully aligned with the 5 outcomes of the programme; Progress achieved on key activities in the Education Section workplan related to the programme and to conflict affected contexts more generally.
2.Description of responsibility: Supervise/manage work of Monitoring Specialist and of the Knowledge and Documentation Specialist Direct, supervise, and coordinate the efforts of the operational and support staff attached to the programme. Oversee the monitoring of the programme and contribute (with the Monitoring Specialist) to ensure country office follow-up on results monitoring, using the programme’s log-frame/monitoring and evaluation framework, conflict analyses, and evaluability documentation (findings and baselines). Provide ongoing advice to country offices on possibilities and limitations under the programme (to ensure funding is used strategically).
Oversee knowledge generation and evidence building and through the Knowledge and Documentation Specialist ensure that the knowledge generation activities and implementation needs are in line with outcome 5. End Result(s): Efficient and effective communication maintained with project funding recipients, leading to improved programme management at all levels; Technical inputs provided to monitoring and evaluation of the EEPCT programme, and to knowledge generation resulting in improved insights into the programme’s overall performance.
3.Description of responsibility: Donor Reporting Coordinate submission of country office donor reports, review country office donor reports for quality and completeness, and finalize reports in collaboration with Country Offices and DOC. Coordinate submission of brief reports from ROs and HQ Divisions/ Sections for the annual donor report. Oversee the preparation of the official consolidated annual report, financial and narrative, including analysis of inputs and results for all country reports. End Result(s): Quality country donor reports and consolidated progress report produced on time.
4.Description of Responsibility: Partnerships and Representation Promote and coordinate relations with partners including internal UNICEF, UN, government, businesses, international organizations, community leaders and donors working in the sectors associated with education and peacebuilding .
Support the organization of UNICEF internal fora/meetings with different Divisions, PD Sections and Regional Offices, Country Offices on peacebuilding and meetings with donors including the annual progress review meeting and with other programme partners. Coordinate donor/UNICEF monitoring missions related to the programme. End Result(s): Meetings and technical missions well-organized and conducted to further programme outcomes.
5.Description of responsibility: Advocacy, communication and outreach Provide strategic direction for advocacy and to the Documentation Specialist and DOC on the programme’s website and other communication, visibility and evidence building and related activities. Ensure quality of ad-hoc reports, updates for donors, brief donors on progress, coordinate lessons learned, evidence building and research activities on education and peacebuilding. End Result(s): Visibility of the Education and Peacebuilding Programme enhanced, in particular in relation to programme results. Knowledge on education and peacebuilding enhanced.
