Organizational Context
Under overall supervision of the UNFPA Representative and direct supervision of Deputy Representative, the National Program Officer - Population and Development (NPO - P&D) is part of the UN FPA Country Office senior staff and plays a leadership role in co-coordinating and managing population and development and related thematic interventions of the UNFPA supported program, including population and development inter-linkages, data for development, migration and urbanization, population and climate change, and population variable in policy and programming processes
The NPO - P&D analyses trends in population and development as well as the social and policy related environments in-country.'5he/he is proactive in preparing reports, updates and information on progress and achievements of these components of UNFPA supported program, in line with results—based management. HeXshe ensures coherence with agreed national and international planning frameworks, including UNFPA Strategic Plan, the agreed United Nations Development Assistance Framework, the National Development Plan, the Joint Assistance Strategy and related sectoral strategies.
The NPO - P&D establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral agencies and civil society organizations to address emerging issues and to facilitate programme delivery.
He/she must effectively influence counterparts and work with networks, including civil society to advance the ICPD agenda, through partnerships and national capacity strengthening, as well as other approaches such as south-south cooperation. He/she actively contributes to policy dialogue and in line with Paris Declaration on Aid Effectiveness, provides support to the National Development Plan and with Paris Declaration on Aid Effectiveness, provides support to the National Development Plan and related sectoral planning and review processes, including 5WAp, general budget support, etc. as these affect reproductive health, gender and population issues.
Main Tasks and Responsibilities
Results-Oriented Functional Statement (focusing on individual contribution, engagement, communities of interest and impact of action}
- Creates substantive knowledge of population and development in the country, assesses technical assistance needs in these areas and advises on the suitability of programs and related interventions to meet these needs. Addresses policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of popuiation and development within policies, national plans and strategies, UN systems initiatives and deveiopment frameworks [CCA, UNDAF, UN Reform, PRSPs, SWAPs, CAPs, MDG] in national and development partners’ coordination mechanisms in line with new aid environment
- Provides substantive leadership and inputs into the design and formulation of population programs and projects translating UNFPA’s mandate and strategic priorities into locai interventions, and responding to Government plans and priorities. Ensures consultation with national and local governments and other stakeholders, including beneficiaries, during programs and projects formulation. Introduces into the formulation of interventions, the process and results from program reviews and evaluations, best practices, as well as innovative strategies, approaches and policies.
- Advises and reports on achievement of population interventions and results, and proactively measures substantive progress and the effective utilization of financial and human project resources, using timely and appropriate monitoring and measuring mechanisms and tools. Leads program implementation, guiding and orienting executing agencies, related partners and personnel and introducing effective modalities and practices of implementation.
- Creates and documents knowledge by evaluating population programs, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches and actively shares and applies this knowledge. Creates mechanisms to collect and share knowledge.
- Analyzes population issues in the country to provide substantive inputs to institutional responses and advocacy strategies taking into account political, cultural and social sensitivities. Takes opportunities to advocate and advance UNFPA policy agenda by participating in public information events.
- Contributes to the resource mobilization efforts by anaiyzing information on potential donors, preparing substantive briefs and proposals in iine with donor priorities, creating feedback mechanisms and providing information on progress of donor funded initiatives. Identifies opportunities for strategic partnerships, cost-sharing, leveraging resources and collaboration with civil society, the private sector, government and other partners as well as through joint UN programs. Advises on building strong technical and program multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions.
- Advises and reports on inter-linkages between UNFPA programme components (population and development, gender and reproductive heaith and HIV/AIDS}.
- Supervises and coordinates the timely planning, implementation, review and management of all programs and Annual Work Plans under Population and Development component, including programs directly and nationally executed for all funding resources of the Country Office.
- Coaches and supervises national professional and support staff under hisfher supervision; responsible for staff performance and advises on development needs; undertakes capacity building among UNFPA staff and first—|ine counterparts for issues pertaining to program management and advocacy towards ICPD Impact of Results
- Substantive policy/advocacy dialogue with Government counterparts conducted to facilitate the incorporation of Ui\lFPA’s Programme priorities and ICPD agenda into national plans, policies and strategies.
- Effective evidence-based advocacy messages developed to promote UNFPA's programme goals taking into account political and social sensitivities
- Results based approach inclusive of innovative policies and strategies integrated into the design and formulation of countrv program (CPs), country program action pia ns (CPAPs) and projects based on Governments needs.
- Programme results achieved through the identification, provision and coordination of substantive technical inputs into program development, implementation, monitoring and evaluation.
- Additional resources mobilized in support of the country program through donor analysis, sourcing through proposal development, advocacy and follow-up

Recruitment Qualifications
- Academic Requirement: Successful candidates must have at least a Master's degree in Population Studies, Demography and Statistics or other related fields
- Experience: Relevant professional experience of 5-8 years preferably in population and development program. Those with progra m/project management in the public or private sector experience have an added advantage.
- Language: Fluency in oral and written English.
- Computer Skills: Proficiency in current software applications
