The United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting personnel for the following positions in the Country Office.
1. National Program Analyst: Reproductive Health and HIV AIDS

Main Tasks and Resgonsibilities:
Under the overall guidance of the Deputy Representative and the direct supervision of the RH Unit Head, The National Program Analyst Reproductive Health and HIWAIDS (NPA RHIHIV) provides leadership in the development and implementation of the RHIHIV programmmes including those related to humanitarianf emergencies as part of the Government of South Sudan and UNFPA Country Programme. Slhe assesses and analyses relevant political, social and economic trends and provides substantive inputs to program formulation, monitoring and evaluation, joint programming initiatives, and supports mainstreaming of ICPD agenda on Sexual and Reproductive Health and Rights in national, humanitarian, early recovery and development frameworks. The NPA RHIHIV must effectively influence counterparts from diverse backgrounds to jointly contribute to national priorities in Sexual and Reproductive Health and Rights.
More specifically, the NPA RHIHIV will perform the following functions:
A. Analyzes and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and development frameworks
B. Facilitates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in government, multi lateral and bi-lateral donor agencies and civil society to address emerging issues.
C. In collaboration with government counterparts, regional advisors, NGOs and other partners, contributes to the formulation and design of the country programme and it component projects in line with government priorities and according to UNFPA programme policies and procedures specifically focusing on maternal health! maternal mortality reduction, and HIV prevention; and emergency preparedness and response.
D. Coordinate the development and review of contingency planning and need requirement projections, (for CERF, Flash Appeals, etc) and regularly monitor emerging developments in disaster prone areas of the country and their impact on the humanitarian situation and development
E. Ensures quality of a programmefproject design and implementation incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
F. Analyses and interprets the political social and economic environment relevant to HIV prevention and RH programming in emergencies and identifies opportunities for UNFPA assistance and intervention including those factors and developments affecting the overall humanitarian situation.
G. Provide technical support to local authorities (Regional Health Bureaus, DPPB, etc.) during emergencies by: 1) Assist emergency Task forces and clusters in incorporating HIV and gender including GBV response; 2) Ensure that activities, coordination and tracking mechanisms in term of RH, HIV and gender including GBV are in place.
H. Keeps abreast of new policy development and strategies, analyses policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks. I. Analyses and reports on programme and project progress in terms of achieving results, using existing monitoring and evaiuation toois and introducing new mechanisms and system where necessary; identifies constraints and resource deficiencies and recommends corrective actions.
J. Foiiows up on the implementation of recommendations with concerned agencies. Monitors project expenditures and disbursements to ensure delivery is in tine with approved project budget and to realize targeted delivery levels.
K.The NPA must effectively influence counterparts from diverse backgrounds to jointiy contribute to achieving UNFPA's mandate.
L. Expedites and coordinates project implementation, establishing collaborative relationships with implementing partners! executing agencies, experts and other UN agencies; facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
M. Helps create and document knowledge about current and emerging RH and HIV prevention including among the most at risk populations, by analyzing programmes, projects, strategies, approaches and ongoing experience lessons learned, best practices and shares with management for use in knowledge sharing and planning future strategies.
N. Assists advocacy and resource mobilization efforts of the country office by preparing relevant documentation, i.e- project summaries, conference papers, speeches and public information events.
O. Guides and facilitates the delivery of UNFPA programs by monitoring results achieved in the implementation. Heishe ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary
P. Undertake any other assignments as may be given by the UNFPA Country office Management

Qualifications and Experience
- Advanced university degree in medicine, midwifery, nursing, public health, social sciences or related field
- Five years of professional experience in Sexual and Reproductive / matemal Health programme and HIV/AIDS a management inciuding field experience and increasing responsibility in the area of development including public health. Experience in the field of Emergency Obstetric and Newborn (EmONC), Family Planning, HIV and RH in emergencies or humanitarian settings.
- Previous experience in UN system, an asset
- Technical knowledge, skills and scientific understanding of Sexual and Reproductive Health and Rights and HIV programming Knowledge and skill in providing technical advice and in programming Strong ability to produce demonstrable results
- Knowledge of and practical use of computer (Ms. Word, Excel, Power point) Fluency in English is required; Arabic an advantage.
