Plan International is seeking applicants for a proposed Chief of Party position for the USAID Northern Uganda – Health Integration to Enhance Services (NU-HITES) program. This project seeks to strengthen the district-based integrated package of quality health services to improve and sustain the health and nutritional status of northern Uganda populations. The project will support district health authorities to improve service delivery at the district and community level and will promote private sector engagement, and continued public sector commitment, to address health needs. The project will cover a wide range of health sub-sectors, including HIV/AIDS, tuberculosis, maternal and child health, family planning and sexual and reproductive health. The COP will be responsible for overall management of this program, including managing all activities of sub-recipients and coordinating all program-focused strategic planning and decision making. The COP will work on a daily basis with the high level representatives from the Ministry of Health Uganda and will be key liaison with USAID, implementing partners and alliance partners involved with the program. Primary responsibilities will include providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the solicitation. This is a full-time position based in Uganda for a five year term, with travel to districts through the Northern Region of Uganda as necessary. Responsibilities • Provide overall technical and managerial oversight and leadership for the project. • Supervise field operations, administration, logistics and procurement. • Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures. • Oversee management, delivery, and monitoring of sub-grants. • Supervise program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors. • Fulfill all Plan internal organizational compliance obligations. • Serve as a principal liaison with Ministry of Health, USAID, project partners and stakeholders, and other donors to ensure effective program implementation and to build lasting relationships.
Qualifications and Skills • Minimum Master’s Degree in Public Health, Development, or related field; Ph.D. or Dr. P.H. highly preferred. • Minimum 15 years of relevant program management and supervisory experience in the health and development field. • Minimum of 7 years of experience in managing large health programs with significant experience in managing USAID-funded programs (minimum 5 years); previous Chief of Party experience required. • Knowledge of key USG regulations including, but not limited to USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred. • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems. • Experience working and collaborating with diverse sets of stakeholders, such as local partners, government officials, donor representatives, and international staff. • Ability to respond on short notice and plan and execute several activities at once. • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently. • Proven experience hiring, training, and supervising teams of international and local staff. • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams. • Excellent English oral and written communication skills. • Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
