Catholic Relief Service South Sudan Program wishes to recruit highly
competent, proactive and self-driven person (South Sudanese National
only) to fill the position of Peace Building Project Manager, based in
Torit with official travels to field offices.
PURPOSE OF THE POSITION:
The Peacebuilding Project Manager for Eastern Equatoria is charged
with implementing peacebuilding projects in Eastern Equatoria,
particularly:
A peacebuilding project integrated within CRS’ EC funded Food Security
and Livelihoods Advancement Program
The Conflict Early Warning System in Eastern Equatoria implemented in
partnership with the South Sudan Peace and Reconciliation Commission
He or she will work closely with the CRS Peacebuilding and Governance
Program Manager, the CEWERS Program Manager, the Food Security and
Livelihoods Program Manager and team, and coordinate among various
Church, NGO and government partners.
KEY RESPONSIBILITIES
Representation
• Act as the focal point for the CRS Peacebuilding team in Eastern
Equatoria, engaging with Church and NGO partners, the government and
donors as required. In particular, be the main point of contact with
the Peace and Reconciliation Commission and CEWERS bodies throughout
Eastern Equatoria.
• Assist partners in assessing projects that might immediately address
existing community-level tensions
• Participate in co-ordination and information sharing meetings with
local administration officials, diocesan partners, local and
international NGOs and communities.
Project Implementation
• Implement the peacebuilding component of an EC funded Food Security
and Livelihoods Advancement Program, with a focus on radio, social
marketing and reconciliation meetings.
• Oversee CRS’ contribution to the Conflict Early Warning and Early
Response System (CEWERS) in Eastern Equatoria, in close collaboration
with the Technical Team and County Peace Response Mechanisms.
• Promote synergy and sharing of learnings from peacebuilding initiatives
• Provide or seek out resources to build technical and management
capacity of CRS staff and partners, especially in the area of
financial management
• Development
• Conduct an assessment for possible future programming in the area of
youth engagement in Eastern Equatoria
• Assist Catholic Diocesan partners in proposal development together
with the Diocesan Development Advisor
• Review proposals from organizations outside of the Catholic dioceses
that contribute to addressing immediate tensions throughout the
country as part of the CRS Opportunity Peace Fund
• Ensure that issues of gender, equity and justice are included in all
proposals
Monitoring and Evaluation
• Review budget liquidation reports prior to submission to CRS HQ or
respective donors
• Monitor and report on progress for the EU peacebuilding project and CEWERS.
Emergency Response:
"The Project Manager may be called upon as part of his/her roles and
responsibilities to participate and/ or provide support in emergency
response situations when and where required in consultation with their
supervisor."
Key Working Relationships:
Internal: CRS Head of Programs, Manager for Peacebuilding and
Governance, CEWERS Program Manager, Church Partner Development
Advisor, other program and support staff.
External: Church partners and civil society groups, Government,
especially the South Sudan Peace and Reconciliation Commission, CEWERS
Technical Team and Country Peace Response Mechanisms, international
NGOs and UN agencies.
Minimum Qualifications/Experience
• Under-graduate degree in related field, preferably
development/peacebuilding/
• At least 3 years working in project assessment, design,
implementation, management and monitoring and evaluation
(peacebuilding or governance work preferred)
• Demonstrated organizational skills and ability to manage multiple
tasks simultaneously
• Demonstrated experience working with communities at grassroot levels
• Demonstrated experience working with local and national government officials
• Demonstrated experience of working with donors, particularly
proposal and report writing
• Demonstrated understanding of the conflict challenges facing South
Sudan and Eastern Equatoria
• Excellent written and interpersonal communication skills
• Proficient in the use of MS Windows and MS Office programs
• Strong writing skills
• Viewed as a person of integrity in the community
• Ability to mobilize communities and Church partners
• Ability to work closely and effectively with government partners
